JOB PURPOSE
Head of WFP Field Office (HoFO) is a senior managerial position within the country office operations. The purpose of the job is to Plan and Manage field operations to ensure the effective and efficient deployment of Food Assistance Programmes and use of allocated resources. The incumbent carries delegated authority of the WFP Country Representative in the designated geographical area of responsibility. The Deputy Country Director exercises supervisory managerial responsibility over the position. The position provides all information on developments in relation to the protection (legal protection issues relating to WFP staff), security (Physical security in relation to the WFP staff and the persons of concern to WFP) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the WFP Country Representative and/or Deputy Country Director on a regular and timely manner.

ORGANIZATIONAL CONTEXT
In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems.

The July 2022-December 2026 CSP articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP will support informed decision making on food security and nutrition in Zimbabwe, and will integrate nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero hunger action throughout the plan. WFP will establish new partnerships and leverage existing ones to their full potential, including those with the other Rome-based and other United Nations agencies.

WFP Zimbabwe’s July 2022-December 2026 CSP focuses on the below areas;

Social and humanitarian assistance for food-and nutrition-insecure populations in targeted rural and urban areas.
Support to urban food insecure households for resilient livelihoods.
Support to rural communities for climate resilient livelihoods, sustainable management of natural resources and enhanced participation in local markets and value chains.
Collaboration with national actors to enhance capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food and nutrition security.
Services to humanitarian and development actors in Zimbabwe so they can implement their programmes and provide support to their beneficiaries in an efficient, effective and reliable way at all times, including during crises

KEY ACCOUNTABILITIES (not all-inclusive)
Provide effective specialized support and technical analyses to policy and programme and supply chain activities that effectively meet food assistance needs ensuring that daily operational issues are timely resolved to prevent losses, delays or reputational risks.
Contribute to the design and implementation of interventions that strengthen livelihoods and resilience, and integrate cross-cutting issues of gender, youth, and nutrition, while ensuring technical quality of delivered outputs.
Effectively manage the Field Office to ensure the continued development of a cohesive and high performing team by planning, organizing, guiding, distributing, and coordinating the flow of work, as well as support capacity building of WFP staff in the Field Office.
Ensure that allocated resources are utilized efficiently and are in line with agreed plans, with any deviations reported to the country office.
Hold accountability for the security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
Build and maintain strategic partnerships at Field Office level, and identify synergistic opportunities for collaborations with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners and media engaged in the field of food security.
Build effective and collaborative relations with the local authorities and contribute to the expertise sharing and capacity building for effective preparedness and response to food assistance needs.
Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFP’s field operations and performance in order inform efficient operational planning and decisions.
Generate, manage and share information and knowledge to support improvement in programme design, and learning.

STANDARD MINIMUM QUALIFICATIONS
Education : Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience : Five or more years of relevant experience in programme management of which 3 or more years should be at professional (managerial) level relevant to international development or humanitarian work and food assistance programmes.

Language : Fluency in written and oral communication in the English language. Fluency in local language spoken at the duty station (Shona/ Ndebele).

OTHER SPECIFIC JOB REQUIREMENTS
Strong analytic, communication and interpersonal skills, including training and facilitation skills and demonstrated experience in conceptual analysis, planning and organizational skills.
Demonstrated ability to work with government with the required diplomacy and tactical skills to handle complex situations;
Has gained some exposure in field operations, preferably in a hardship duty station or emergency operations.
Has experience working in both emergency and development context.
Ability to prepare Field Office programme implementation activity plans, updates and reports.
Able to build partnerships through internal and external stakeholder engagement and management.
Has experience in developing and maintaining a strong team that is capable of delivering results through good people management.

Collaborates with governments and other partners to identify opportunities for food assistance programmes in-line with WFP’s strategic aims locally, and negotiates the optimal approach to delivery against these.
