I provide support to the Haitian National Police (HNP) on anti-gangs' initiatives and strategies (research, operational planning, law enforcement, investigations, and intelligence operations). I coordinate with donors and international agencies in developing the HNP's capacity to tackle gang-related violence. Provide advisory support in security field and training on matters related to anti-gang priorities and efforts. Attend and provide presentations in morning briefs on the security situation. Collect, update, and communicate security information at the national and local community levels. Advise on the development of all necessary policies and SOPs governing the operations of the HNP on anti-gangs. Recommend the efficient distribution and/or deployment of personnel to the anti-gang operations or efforts against gangs. I am acting as a liaison with senior HNP officers and other national officials on matters related to the work performed by the HNP on anti-gangs. Monitor and report security situations. Perform different duties within the framework of mandate implementation and compliance with security policies and procedures.

I managed the unit including Human Resource, finance, budget, and logistics. I had to plan and coordinate crackdown operations in areas with high rate of criminality, search, and arrests of well identified criminals such as drug dealers, thieves, and delinquents. Screening arrested criminals. Mounting of police patrols and surveillance teams to place of high interest, securing key installations and public events. I played a key role in internal policy and procedures manual required to guide the process of reception and screening of suspected delinquents at the transit centres. Strengthen and streamline the process of arrest and detention of suspected deviants and other criminals. Advocate for the need to establish an informative national level criminal database or criminal record check system. Jointly with Border Security Unit, analyse and crackdown transnational crimes, illegal Border crossing and smuggling activities.

Provide administrative and logistical planning and support to all Police contingents for security operations. Conduct inspections for COE and UNOE including ammunitions and explosives status. Work transversally with other departments: medical, operation, finance, HR and personnel. Connect missions and projects with headquarters to solve problems, implement logistical solutions. Organize transport plan and movements of personnel. Establish different requests: Rations, Office materials, engineering equipment, transport, fuel, and other UN commodities. Provide induction training related to logistics, movement in the mission area, COE and UNOE management and reimbursement procedures. Jointly with MOVCON, I provided Air Travel services to the mission personnel mainly in contingents’ rotations times.

In close collaboration with the City of Kigali and other government institutions in the security field, playing a significant role in crime reduction and delinquency strategies. Establish relations with other security organs and local leaders. Participate in planning and conduct of simulation exercises for disasters and emergencies and represent Rwanda National Police in humanitarian agencies interventions. Provide advice and recommendations in support of metropolitan and territorial units in relation to intelligence, safety and security.

I played a role in proactive safety and security planning of UN Personnel, assets and premises in the AOR. Mounting patrols to places of high interest in the AoR. Analysing security situation and conduct security surveys of residential areas and premises. Mapping and supervision of high spots areas. Liaise and coordinate with the host government security entities (Military, Police, Local leaders), NGOs, UN entities, and other non-State actors. Ensure security of UN officials and senior government representatives. I had to deploy police teams in public order management operations, escorting humanitarians and equipment, providing security of IDPs as well as management and report security incidents.

Ensure community policing and public relations are maintained. Receive and register complaints from victims and complainants. Conduct preliminary investigations. Ensure the protection of victims and the rights of persons in the custody, Establishment of contacts with local authorities, customary, religious authorities, and opinion leaders in order to exchange or share views on the concept of security and community policing.
Take responsibility for the security of key and vital installations in the area of my command. Jointly with judicial officers detect the offenses and crimes committed, arrest criminals and establish files to be transmitted to the Public Prosecutor's Office.

COMMUNITY POLICING AND HUMAN RIGHTS OFFICER

My task was to raise awareness on the promotion and protection of citizens through community policing schemes. Promotion of the culture of Peace through education of tolerance. Monitor respect for human rights by conducting in-depth investigations and research in this area. Prevent human rights abuses, including through wide planned warning mechanisms. Responding to human rights violations, supporting institutional reform and capacity building, supporting the establishment and strengthening of accountability mechanisms, and working closely with local government authorities. Work with other teams in the field and integrate human rights into their work. Monitor and report human Rights violations and abuses committed by Defence and Security forces as well as non-state actors. Data collection as part of the report on the monitoring field. Build the capacity of Civil Society actors and participate to different training sessions related to the partnership in security area. Conduct intelligence duties to facilitate smooth police operations.
