RECRUITMENT OF AN INDIVIDUAL CONSULTANT

Research into methods for improving quality in specialised medical centres has led to the development of a wide range of assessment tools, statistical techniques and improvement applications over the past decade. There is substantial evidence for a wide range of clinical and non-clinical interventions to improve the quality of care. This is in contrast to the persistent variations in the quality and safety of care that are constantly documented in the literature and in the media. Specialised medical centres differ structurally in terms of the services they provide (and the patients they receive), their professional staff and the maturity of their quality and safety management systems. It is always the responsibility of professionals and managers to set local priorities for their commitment to quality and safety.

However, some of the lessons we intend to draw are likely to be relevant to all specialist medical centres, whether they are community centres or large teaching hospitals, whether they provide internationally recognised services or operate in a resource-constrained environment. Self-assessment throughout the specialised medical centres would be a first step in any quality improvement programme, using the standards and tools of the chosen health care quality improvement organisation.

Many of these organisations make their standards freely available on their websites, but usually without detailed criteria or grading schemes. Governmental and inter-governmental sites (e.g. Council of Europe, European Commission, WHO) tend to be more generous in sharing the intellectual property of standards and assessment tools. Self-assessment tools for specific functions or departments are available from various sources and at different levels of sophistication. The availability and uptake of external evaluations varies between and within countries (at national, regional and municipal level) in ECOWAS region, hence the need to develop a regionally validated tool.

WAHO has already collected information on specialised medical centres in 9 countries, viz: Burkina Faso, Cap Vert, Côte d’Ivoire, Gambie, Guinée, Liberia, Mali, Sierra Leone et Togo.

The consultant should be able to use existing data and collect the necessary secondary information from the 9 countries to compile a directory of specialised medical centres. He will also have to visit the remaining 6 countries to ensure that the database is as complete as possible.

The overall objective of this mission is to promote Specialised Medical Centres in the ECOWAS region that have the potential for excellence in the provision of services that meet international standards.

More specifically, the consultancy aims to:

Develop a regional database listing all specialised medical centres in the region that are required by the competent authority in each Member State.
Collect secondary information on missing data in order to further investigate the level of technical facilities available in each of the centres.
Develop a mapping of medical centres by area of specialisation.
Propose a programme for networking and accreditation of these centres including a monitoring and evaluation mechanism based on international standards and their development potential.

The assignment will last a maximum of thirty (30) working days from the date the contract is signed.

Have at least a university degree (Masters) or postgraduate degree in public health, social sciences, health planning, health services management and other specialties or equivalent.
At least 5 years’ experience in organising and delivering health services
– At least 5 years’ experience in developing health strategies in general and quality assurance of health care in particular
Have completed at least one profiling assignment in the health sector or related sector
Proven expertise in the analysis of health systems in developing countries.
Ability to lead a multidisciplinary team
– Have the ability to speak and write fluently in one of the languages of the ECOWAS Community.
Proficiency in a second ECOWAS Community language is an advantage.
Previous participation in a keynote in a similar exercise is an advantage.

Eligible individual consultants are invited to express interest in providing the services described above.

Interested individual consultants must provide information indicating that they are qualified to perform the services described above: Their expression of interest shall include:

a letter of expression of interest stating the subject of the mission.
A detailed, accurate, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for checks.
Copies of the required academic certificates and certificates of successful completion of assignments.

The Consultant will be selected based on the Individual Consultants’ Qualification method (CQS) in accordance with the ECOWAS Tender Code (revised in September 2021).

Main Criteria (90 points)

Have at least a Master’s in public health, social sciences, health planning, health services management and other specialties or equivalent. 20 marks.
At least 5 years’ experience in organising and delivering health services 20 marks.
At least 5 years’ experience in developing health strategies in general and quality assurance of health care, in particular: 30 marks.
Have completed at least one profiling assignment in the health sector or related sector 20 marks.

Desirable criteria (10 marks)

Have the ability to speak and write fluently in one of the languages of the ECOWAS Community and competence in a second language of the community: 5 marks.
Proven expertise in the analysis of health systems in developing countries. 5 marks.
