PEGASE (Protection des Enfants en Grande Précarité en Asie du Sud Est – Protection of Children in Great
Need in South East Asia) - is a project that takes place in 4 countries in Southeast Asia - in Laos,
Cambodia, Vietnam and the Philippines – in order to reduce violence, trafficking and exploitation of
children.
It will act to prevent violence and the risk of exploitation by accompanying very poor families to a more
decent life and supports existing structures to take care of children who are victims or at risk, and who are
often isolated.
It is led by a consortium of 2 french ngos, which rely on 5 local osc and a dozen public agencies. it aims to
strengthen the capacities of these local actors and enrich their methodologies by conducting workshops
and training and by promoting inter-country exchanges of practices.
Finally, it aims to inform, train, and mobilize surrounding communities, protection networks, authorities,
and the general public to identify and report cases of child victims or children at risk and ultimately create
a more favorable child protection environment.
The project coordination team will be based in Phnom Penh, Cambodia and will include a global
coordinator, the Social Work Expert, a financial manager part time and a MEAL officer part time. It will
coordinate with the implementing teams in the different countries.
The Social Work Expert is also responsible for supervising the Laotian component of the project which
takes place in Vientiane Capital.
The position is based in Phnom Penh with regular missions and training in Laos, Vietnam, Philippines and
Banchey Manchey Province in Cambodia.
1. The organization
PE&D, the consortium leader, has been present in Southeast Asia since 1984, the year of its creation, and
has projects in Vietnam and Cambodia. In the 1990s, it also conducted projects in the Philippines for street
children and primary health care in Laos. It is therefore an area that the association knows well. In addition
to its experience in the fight against trafficking in Nepal, PE&D has been implementing and developing a
methodology called Family Development Program in Vietnam (HCMV) and Cambodia for 20 years. This
social work methodology has proven its strength in developing the capacities of families to better respond
to the needs of their children.
Faced with the increase in the number of children at risk due to the effects of Covid (according to the ILO
and UNICEF, nine million additional children are at risk in the world), PE&D considers that it is urgent to
carry out prevention and protection actions in four Southeast Asian countries, by bringing together two
other French NGOs involved in this field.
With its experience in the coordination of multi-country programs (3 over the last 10 years) and in
consortium (5 over the last 8 years), PE&D will be responsible for the coordination of the project, the
animation of the transversal activities, the consolidation of the monitoring/evaluation, the budgetary
control and the realization of the reports. PE&D will carry the voice of the consortium to the networks of
child protection actors in Southeast Asia.
2. Terms of the mission
The Social Work Expert is the technical focal point of the project. S/he will support the country teams in
assessing/developing/improving their tools and methodologies, especially for family development
approach (FDA), groups sessions and standard operating procedures in the centers. S/he will develop and
facilitate ad hoc trainings and coaching for social workers on the field.
S/he will lead some of the thematic working groups and practice exchanges.
As such, s/he will be responsible for
1/ Providing the social workers of the project in the different countries with the necessary tools, incl
- Facilitate workshops with stakeholders in order to contextualize and complement the FDA and
introduce a more robust child protection dimension
- Identify gaps in standard procedures used by partners for case management and propose
complementary tools or methodologies
- Design and facilitate trainings in the 4 countries
2/ Strengthening the capacities of the project actors, incl
- Regular evaluations of field activities,
- Technical follow-up of the teams of social workers
- Animation of working groups with the project coordinator
- Recommendation for any technical capacity-building activities
- Participation in transversal activities, including capitalization.
3/ The Social Worker Expert is also the project manager for Laos.
As such, s/he will be responsible for
- Supervision and guidance of the implementing partner on the new activities
- Monitoring, evaluation and recommendation to optimize the local implementing strategy
- Design and organization of the trainings delivered to the partner
- Reporting and budget follow-up of the activities in Laos
In this framework, s/he will work in tight coordination with the partner team, the PE&D financial manager
and the PE&D M&E officer for Cambodia
3. Requirements
a. Expected competencies
- At least 5 years of experience in social work with experience of grassroots social work AND experience
in management of social workers
- Curriculum development and facilitation skills
- Co-development skills
- Excellent oral and written skills in English
- Good command of IT tools (Word, Excel, PPT, etc.).
- Experiences in Asia desired
- Knowledge in Family Development Approach and child protection is an asset-
- Experience in one of the countries of the project valued
- French, Khmer, Vietnamese, Laotian and Tagalog language valued

- VSI Status: 1900 euros/month + 1 round trip ticket per year + insurance (CFE for French citizens)
