ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) is the world’s largest humanitarian organization saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity, for people recovering from conflict, disasters and the impact of climate change. WFP programmes address the immediate needs of people but also support vulnerable communities in building resilience to multiple shocks. In Mozambique the Country Strategic Plan 2022-2026 (CSP), supports the Government’s commitment to achieve the Sustainable Development Goals (SDGs) focusing on SDG 2: Zero Hunger and SDG 17: Build partnerships for the SDGs. Under the strategic outcome 3 of CSP: people have improved livelihoods and are better able to prepare for and withstand the impacts of shocks and stressors, WFP assists the most vulnerable people and communities by fostering enhanced and diversified income opportunities, climate-adaptive skills, and economic capital. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
JOB PURPOSE
Monitor and Support the implementation of assigned Climate Change Adoptive Food Systems activities (SO3) in the given district (s) with a focus on efficient food production systems, , Ecosystem-based Adaptation, Integrated Water Resources Management, integrated climate risk management (risk reduction, prudent risk taking, risk reserves and risk transfer), access to renewable energy sources to support agricultural and fishery value chains, post-harvest loss management and support to small and medium scale food processors and aggregators as well as innovative market linkages.
KEY RESPONSABILITIES (not all-inclusive)
The incumbent will be responsible for the following duties:
1. Monitor and provide guidance to the cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
2. In coordination and under the guidance of CO M&E team to ensure the regular implementation of the process monitoring.
3. In coordination with Gender and Protection team to ensure that WFP’s Accountability to Affected Population tools are applies and observed on the ground.
4. Function as WFP district focal point in meetings with local authorities, partners, and communities.
5. In close collaboration with government authorities and cooperating partners select and register farmers a ensure participation in and adherence to the project.
6. Ensure the gender balance in the composition of beneficiary groups and the active participation of women in decision-making processes.
7. Support capacity strengthening of Smallholder Farmers (SHF), Small and Medium Enterprises (SMEs), aggregators, and other rural actors to participate in structured markets; and promote market linkages through other platforms and other end buyers.
8. Assist in ensuring active participation of smallholder farmers including women and youths in organized value chains and structured markets to facilitate job creation for the youths.
9. Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items.
10. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
11. Receive, collate, and, if necessary, follow up on comments and feedback from cooperating partners, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
12. Submit Monthly Work Plans to the supervisor as well as a monthly review on the completion of this work plan.
13. Submit a Monthly Report of monitoring activities to the supervisor and present this report during Monthly Monitoring Meetings.
14. Provide regular updates on ongoing activities.
15. Submit Incident Reports to the supervisor as required.
16. During emergencies, follow set emergency response processes and procedures for providing emergency food assistance.
17. Perform other relevant duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience: At least four (4) years of progressive work experience in humanitarian and development organizations, emergency operations, managing data collection, using monitoring tools, preferably in Livelihoods, Climate Adoptive Food System, Agriculture areas, or any related functional area.
Languages: Fluency in both written and spoken communication in the Portuguese and English languages. Knowledge of local languages is highly desirable.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Experience on data collection and reports preparation, preferably relevant to specific area of livelihoods and Climate Change Adoptive Food Systems activities;
In-depth technical knowledge on sustainable food systems, e-commerce/commodity exchange platforms, youth in agriculture, agriculture and nutrition value chain, programme co-ordination and projects implementation;
Experience in implementing programmes related to sustainable food systems, Integrated Climate Reduction Management programmes, Climate Financing, agriculture and nutrition value chains or other related fields;
Demonstrate responsibility, proactiveness and initiative to respond and/or act independently to various queries under minimal supervision and general guidance. Ability to think on the spot and use judgment in dealing with unforeseen operational problems daily.
