TITLE: Area manager Sikasso

TEAM/PROGRAMME: Operations

LOCATION: Sikasso

CONTRACT LENGTH: 2 years

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: As a member of the Senior Management Team, Area Manager shares in the overall responsibility for the direction and coordination of the Country Office, especially Sikasso Area.

SCOPE OF ROLE:
Reports to: Director of programs Operations

As a member of the SMT, contribute to:
· Leadership of the Sikasso Field Office (FO)

· Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors

· Participate in the development of the country strategy and its implementation, monitoring progress through bi annual reviews.

· Ensure strong performance management for Program Operations department in Sikasso

· Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs in Sikasso

· Ensure that the required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the CO (and Regional Office (RO) when needed)

New business development
· Based on the evaluations of projects, identify needs and develop appropriate concept notes, with the support of project managers and Technical Advisors;

· Follow funding opportunities in the region and liaise with Programme Developpment & Quality, Operations and Awards teams to respond and implement these opportunities;

· Contribute to the development of proposals for Sikasso Region, coordinating the collection of information / data necessary in collaboration with project/program managers.

Oversight and Management of Program Operations
· Ensure programs are implemented in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures;

· Responsible for overall coordination of program operations and delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy;

· Coordinate the planning and ensure the kick off of new projects / programs, implementation and overall monitoring, including supervision of key project staff in Sikasso;

· Sensitize staff and partners on fraud, corruption and Child Safeguarding, and ensure compliance with SCI principles of safe programming in general, and in particular, identify the CSG risks of each projects and measures for mitigation of their impacts;

· In close coordination with the Directors of Program Operations, Development and Quality, Awards and Finance, participate in program implementation to ensure that all programs progress in accordance with grant agreements, are completed within time and on budget;

· With support from MEAL staff and Implementation Managers, coordinate the development and implementation of robust systems for gathering evidence, measurement of impacts and database at sub-office level, with reporting systems that provide relevant information for project development and advocacy at national and international levels;

· Ensure synergy between SCI projects/programs in the region of Sikasso;

· Organize technical support visits in the SCI areas of intervention;

· Serve as overall budget holder for most programming in Sikasso; manage and support budget holders for individual projects and grants;

· Organize projects’ review meetings on a monthly basis with the budget holders/Programme Managers so that remedial actions are developed and implemented as required;

· Ensure preparation of timely and high quality progress reports, program reports, and donor reports;

· Plan and coordinate the close out of projects/programs in the region.

Logistics, Inventory and Procurement
· Ensure that the FO logistics capacity and systems meet the SCI Essential Standards and are able to satisfy the programming requirements

· Manage the FO supply chain Manager ensuring that all FO logistics activities (fleet, assets, transport, supply chain, base setup etc.) are coordinated

· Ensure through the Supply chain department all FO vehicles ensuring maintenance and insurance

· Ensure goods and services procured are cost effective and of standard quality

· Ensure procurement processes are effectively implemented

· Work closely with the procurement team in negotiating the best deals with suppliers

· Ensure proper record keeping, maintenance and control of inventory

· Ensure management of, and proper documentation and recording of fixed assets of the organisation

Staff Safety and Security
· As SSFP in Sikasso, ensure that all safety and security Essential Standards are met

· Work with the Safety and Security team, especially with the Field Office Manager (FOM), to ensure implementation of staff security guidelines

· Ensure jointly with the FOM that safety and security equipment and procedures for use are in place and operating at the sub-office level, plan and ensure their replacement if needed

· In collaboration with the Manager of Security and the FOM, develop and ensure regular review of the sub-office contingency plan

· Ensure jointly with the FOM periodic security assessment are carried out at the FO level and reports submitted to the SSM on time.

Staff Management, Mentorship, and Development – Program Operations
· Ensure appropriate staffing within Program Operations at FO level

· Manage Program Operations team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

· Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff

· Manage the performance of all staff in the Program Operations work area through:

o Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;

o Coaching, mentoring and other developmental opportunities;

o Recognition and rewards for outstanding performance;

o Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.

Representation
· Deputize for the Country Director at external meetings with Government, donors and other stakeholders at FO level

· Be pro-active in networking with national and international organizations, service providers to strengthen our operational and resource base

QUALIFICATIONS
· Master’s degree in development or other social sciences

· EXPERIENCE AND SKILLS
· Minimum of 10 years’ management experience in a corporate or an NGO environment, including significant field operations experience running both emergency and development programs

· Recommended a minimum of 5 years of project management experience in INGO /NGO environment, including significant field operations experience running both emergency and development programs

· Robust experience of INGO/ NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure

· A very good understanding of at least 3 of the sectoral programs and a working knowledge of the program priorities of the Country Office

· Strong understanding or ability to quickly understand SCI’s It systems (AMS, Agresso and other SCI systems)

· Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors

· Solid project management skills related to organisational development projects and international, cross-functional and integrated teams with a proven history of delivering results

· Significant knowledge of international development and humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management

· Ability to analyze information, evaluate options and to think and plan strategically

· An in-depth understanding of national and international development issues in particular in relation to children

· Previous experience of managing and developing a team and the ability to lead, motivate and develop others

· Knowledge and understanding of Mali is desirable

· Knowledge and understanding of gender sensitivity in theory and practiceAbility to analyse information, evaluate options and to think and plan strategically

· Excellent interpersonal, communication and presentation skills

· Fluency in written and spoken French and English is essential

· Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies

· Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
