About the role:

This is a new 12month role with unaccompanied terms based in Sanliurfa, Türkiye with occasional travel to other cities within Türkiye with a Grade 4 salary of (€44,133 - €49,038).

The Assistant Country Financial Controller will aid in Concern’s earthquake response and recovery programme in Türkiye and north west Syria, which is implemented both directly and through our partner organisations You will report to the Country Financial Controller and work closely with PD, CD, Programme, and the Finance team.

We would like you to start as soon as possible.

Your purpose:

You will be responsible for the supporting the Country Financial Controller manage all aspects of the finance function of the Concern Worldwide Türkiye and north west Syria programme to achieve our objectives in line with Concern Worldwide policies, procedures and standards.



You will be responsible for:

Organisational strategy and capacity building

Supporting the CFC in bringing strategic thinking and analysis forward to guide country management decision making.
Improving team capacity through providing technical and managerial support to finance staff and ensuring professional development of the team
Supporting the CFC in ensuring that strong finance systems exist and are adhered to in partner organisations with which Concern implements programmes.
Month End Reporting

Responsible for ensuring that HO and Field Finance staff adheres to the month end reporting timetable.
Preparation and issuing of timely management accounts to Budget holders/managers including support cost allocation
Reviews Cashbooks, bankbooks and month end Journals to ensure accuracy of transactions before posting into financial system. Is also required to prepare selected journals for CFC’s review
Prepare accurate balance reconciliation on a monthly basis as well as review of balance sheet reconciliations prepared by HO finance staff
Reports to HQ (Dublin)

Preparation of draft Quarterly Financial reporting pack (FRP) for CFC’s review
Preparation of Variance reports in accordance with the HQ reporting timetable.
Assist the CFC in the preparation and consolidation of Annual budgets Budget revisions.
External Reporting

Preparation of donor reports in accordance with donor reporting requirements (there is need to continuously review the different donor reporting calenders to ensure that donor reports are prepared early enough to allow for review by CFC and CD)
Assist the CFC in the review of budget proposals to donors.
Prepare other statutory reports as required by the CFC.
Audit

Assist CFC in preparing for and management of Annual external audit to ensure a smooth and efficient audit process.
Assist CFC in preparing for and management of internal audits as well as all donor audits that take place.
Responsible for following up on the implementation of audit recommendations.
Intercompany transactions
Preparation and timely submission of monthly International staff personal account requests
Preparing recharge schedules and posting relevant journals to record recharges in the financial system.
Sending recharges to countries for acceptance and receiving/accepting recharges from other countries as well as following up on any queries involved in the process.
Preparation and timely submission of quarterly recharges reports to Dublin
Internal controls
Provide guidance on finance policy/procedure especially to non-finance staff and to ensure compliance with set internal controls procedures. Will also be key in rolling out of new/revised financial procedures or documentation
Perform regular field visits to provide support to field staff.
Assist in the performance of special audits/investigations as required by management.
Perform other duties as assigned by the Country Financial Controller.
Provide cover in the absence of the CFC.
Undertaking any other duties as may be assigned by the CFC.

Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.


Your skills and experience will include:

Essential:

Professional accounting qualification; ACCA, CPA or CIMA
Qualified ACCA or CIMA
3 years minimum experience in accounting / audit in the NGO sector.
Practical experience with accounting packages preferably Microsoft great planes
Strong skills in Excel and other Microsoft based programs.
Integrity and high degree of honesty.
Proactive, with good inter-personal skills
Ability to multi task and willing to work extra hours to meet specific deadlines
Desirable:

Previous experience working in the Middle East/North Africa.
Turkish language skills.
