OVERVIEW OF THE FUNCTIONS OF THE POST
UNESCO is participant of the UN Joint project “Political Stabilization and Reform through Confidence Building and Inclusive Dialogue” funded by the UN Peace Building Fund in Guinea Bissau. The project aims, among other objectives, at reinforcing the legal framework and mechanisms for guaranteeing freedom of expression, the right to information, safety of journalists, and media development, as well as strengthening the capacity of community media and media professionals on solution journalism, countering hate speech, and debunking disinformation and misinformation. UNESCO is looking for a qualified and experienced project officer to oversee the day to day implementation of actions under UNESCO’s responsibility within the project, while also contributing to the project as whole.

RESPONSIBILITIES
Under the authority of the Director of UNESCO Multisectoral Regional Office for West Africa – Sahel, based in Dakar, and the direct supervision of the Adviser for communication and information and Head of CI Unit, the Associate Project Officer is to technically support the planning, coordination and follow up of the project implementation, as well as the elaboration of regular and data-informed reports on project results.

The Associate Project Officer shall:
Prepare RFQs / RFPs, ToRs and other relevant documents for contracting of implementation partners or service providers as deemed necessary and relevant for the project implementation;
Monitor contracts and assess the quality / relevance of deliverables to ensure service compliance with UNESCO rules, contract terms, and project implementation;
Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
Plan and conduct regular visits to project events / activities / beneficiaries to monitor project’s progress against set of indicators and collect relevant field data (e.g. field reports, video recordings, photos, human stories).
Prepare activities working plan and monitoring plan, and use appropriate tool to track the implementation against the indicators of the project;
Maintain an M&E database with up-to-date data and provide periodic implementation updates or as needed. Prepare timely progress report according to required format;
Participate to working sessions related to the project and engage with other involved UN agencies to ensure proper coordination and synergies as well as timely provision of UNESCO’s inputs when requested by the lead Agency;
Coordinate with other UN Agencies involved in the project and local partners to ensure strong collaboration as well as UNESCO’s effective contribution/participation to joint working sessions, reporting and any other action as needed by the project. Ensure follow up of recommendations.
Regularly review the overall project implementation strategy and the immediate context and environment and propose remedial action;
Engage with local partners, including focal points with public authorities and media professional organizations, to ensure their involvement at all stages of the project implementation;
Develop and maintain a database of beneficiaries and partners. Maintain a digital repository of all documents and resources related to the project.

REQUIRED QUALIFICATIONS
Bachelor’s degree in development, social sciences, media studies, international relations, or other related field;
Ability to monitor project progress against indicators and identify lessons learnt;
Good writing skills and capacity to elaborate high informative and data-driven report;
Good practical knowledge of project life cycle and Result Based Management;
At least 2 years’ experience in development project coordination, monitoring, or implementation.

DESIRABLE QUALIFICATIONS
Ability to formulate, implement, monitor and evaluate development programmes related to media development and freedom of expression;
Proven working knowledge of monitoring and evaluation;
Experience in the usage of computers and office software packages for preparing elaborate financial reports (MS Word, Excel, etc.);
Good knowledge of Guinea Bissau context is an asset;
Working experience with international organization is an asset.

BENEFITS AND ENTITLEMENTS
The benefits include, inter alia, 2.5 days' annual leave per month of service, a contribution of 5% and 10% of the monthly salary paid in supplement by the Organization, respectively for health insurance and pension, upon presentation by the person concerned of proof of membership to a private pension and/or insurance scheme.
