In Mozambique we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane, Sofala, Zambézia, Nampula and Cabo Delgado provinces. These projects are programmed along our four strategic pillars: Education, Skills and Opportunities for work, Adolescent Sexual and Reproductive Health & Rights, Protection

The Break Free! consortium is a collaboration of Plan International, SAT and FAWE with KIT and Rozaria Memorial Trust (RMT) as technical partners. The aim of the Break Free! Consortium is for adolescents to exercise their right to live free from Teenage Pregnancy (TP) and Child Marriage (CM), supported by civil society.

DIMENSIONS OF THE ROLE
The Project Mannager will need to ensure a high level of interactions between Plan, partners, communities and other stakeholders in Mogovolas District. The Project Manager will lead and provide technical expertise in planning, implementation, reporting, monitoring and evaluation. In addition, the job holder is responsible for ensuring timely quality reporting to stakeholders including highly demanding back donors.

The post holder will be based in Nampula Province. He/she will report to the Plan Program Area Manager. The Project Mannager will be responsible and accountable for the management and coordination of the project’s budget, its activities and the achievement of results.
The Project Mannager is also responsible for partnership management in line with Plan International’s approach “Building Better Partnership”, to advance Children’s’ Rights and Equality for Girls.

MANAGEMENT SCOPE, REPORTING LINES, KEY RELATIONSHIPS
The Project Manager will be responsible for the implementation of the BREAK FREE Project, in Nampula Program Area, implemented in 21 communities from Mogovolas district. As part of The country lead organisation is responsible towards the consortium for effective in-country Break Free! programme implementation by aligning the actions and strategies of all the BF! local partner organisations involved and create optimal synergy in-country, as designed in and according to the Theory of Change. Operationally, these tasks are conducted by the country coordinator who reports to the country lead.

The post holder will be required to initiate, develop and maintain a range of working relationships externally with government counterparts, local relevant clusters, implementing partners and other development organizations and internally with Program Area Manager, PA Accountant, Country Finance Manager, Gender and Influencing Specialist and MEAL Specialist.

ACCOUNTABILITIES
Lead the implementation and coordination of the Break Free Project, based in Mogovolas, Nampula;
Lead the implementation of the project’s activities in accordance with the annual work plan and budget, towards achieving the project outcomes and outputs;
Ensure timely and efficient implementation of the project’s activities in accordance with the work plan to ensure that the project outcomes and outputs are aligned with Project document;
Support project related events, including trainings organized by project partners and support as required to deliver project activities;
Monitor project performance and track progress to assess impact and compliance with Plan International’s goals and results-based performance indicators;
Closely monitor the delivery status and prepare periodic written progress updates, both narrative and financial in relation to the agreed work plan and implementation strategy;
Formulation and implementation of the Break Free Project communications and advocacy strategies;
Prepare and conduct advocacy and communication needs assessments for the Project on all outputs, initiatives and activities;
Develop communication materials for advocacy and outreach and community awareness initiatives, marketing and awareness-raising campaigns, including briefing materials and press releases in coordination with the Project Manager and team;
Provide trainings and briefings on Project advocacy, communications and community awareness requirements as required;
Research, advocate and facilitate knowledge building and management and communication;
Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products;
Provide timely and quality financial and narrative reports to the line manager and donor;
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
University degree in law, mass communication, human rights, gender equality, management, social sciences or other related areas is required.
At least a minimum of five (5) years of experience managing complex and multi-component programme interventions, preferably related to advocacy and/or communication thematic areas;
Proven experience in project and budget management, including management of project human resources
Demonstrated working experiences in providing communications functions preferably for project-based work;
Excellent knowledge of accounting systems, information management and recording keeping;
Excellent leadership, networking, stakeholder management and problem-solving skills;
Excellent report writing and advanced knowledge of computer office software packages;
Experience in the usage of office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
Experience in web-based management systems and financial systems such as SAP is an added advantage.

Language:
Fluency in English is required;
Excellent oral and written communication skills (English);
Knowledge of the local language (Emakwa) is also an asset.
