Strategic office context:

The Business Analysis Manager reports to the Centre Chief. The Operational Analysis and Technology Centre (OATC) provides ICT services for Supply Division (SD) to support UNICEF global supply chain operations. The services portfolio includes systems analysis, business process analysis, material master data administration, specialized SAP customization, and infrastructure & customer support (helpdesk) services. ICT services are delivered via four units. They are Infrastructure & Operations, Business Process, Web Development and Systems Development.

Purpose for the job:

The purpose of this position is to understand business requirements, analyse supply chain business processes and to enable optimization and strengthening of UNICEF supply chain for country and regional offices and Supply Division (SD). This position will lead master data management specifically Material Master and VISION User Roles. In addition, this position will also coordinate with System Development Unit (SDU) to ensure that business process improvements in UNICEF ERP system as recommended are implemented in time.

Summary of key functions/accountabilities:

Lead business process improvement initiatives through the application of various business analysis techniques to support strategic decision making in Supply Division.
In coordination with data unit, ensure that the supply chain information is optimised in UNICEF ERP system resulting in simplified information architecture.
Ensure that the modified business process solutions are aligned with the organizational financial rules and regulations, divisional procedures and practices and financial reporting requirements.
As needed, provide technical, functional and operational support to Supply Division Business Centres and to country offices, specifically regarding UNICEF ERP and UNICEF Data Analysis systems.
Coordinate with SDU to validate that the business process changes are accurately functioning in the system per the requirements.
Maintain up to date documentation on Supply Division business and process architecture, relevant divisional and centre procedures.
Lead master data management pertinent to SD, including coordination of materials governance fora.
Manage specific system projects as advised and actively participate in the implementation of new technology.
Identify and advise user training needs for the business process changes integrated in the system and for master data management.
Manage the business process unit (BPU) work plan and resources and ensure that training and other support needs for the team are addressed timely.
Any other duties as assigned by the supervisor or centre chief.
Impact of Results:
Improved, optimized and efficient supply chain processes with direct impact on SD delivering results.

Integrated supply chain systems with increased automation from procure to pay.

Education:

Advanced University degree in Public Administration, Business Administration or Management, International relations, Information Technology, or related field.

Certifications in business analysis, process mapping, project management and/or analytics tools is desirable.

Work experience:

Minimum 8 years work experience at the national and international levels in either public and/or private sector in a managerial capacity. Experience working in a multi-cultural environment and/ or developing country situation is required.
A minimum 5 years of work experience in business analysis, master data management and design of ERP (enterprise resource planning) solutions in the financial and supply chain areas is required.
Experience in documenting business process requirements and developing functional specifications is required.
Experience with reporting and querying tools used in business analysis is required.
Familiarity with Microsoft or SAP technologies in this domain is desirable.
Knowledge of UN financial rules and regulations is desirable.
Other Technical knowledge

Knowledge of end to end supply chain processes (Procure to Pay) is required.
Knowledge of e-Business concepts in particular e-procurement and related technologies is required.
Strong knowledge of Sales & Distribution (SD), Materials Management (MM), Production Planning (PP), Financial Accounting (FI) modules of the SAP system is required.
Experience defining Supply Chain related systems such as SRM, CRM, Field Engineering and/or Product Catalogue Management is desirable.
Experience defining eCommerce systems is desirable.
Language requirements:

Fluency in English is required.

Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
