Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.
More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.
The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
The Capacity Development Specialist will be under the overall supervision of the FAO Representative in Somalia, the direct supervision of Head of Programme and with close collaboration with FAO Somalia country teams.
Technical Focus
The Capacity Development Specialist will lead the capacity development actions of FAO Somalia for government both at FGS and FMS level and partners in line with the capacity building priorities as outlined in the FAO Somalia Country Programme Framework (2022 -2025) and also aligned to FAOs Global Strategic Framework that supports investments in strengthening governance frameworks, human capital and institutions at all levels of Government and the realization of the SDGs.
Tasks and Responsibilities
CPF Implementation
• Coordinate capacity development actions for FAO harmonising approaches, coverage, and methodologies across sectors and responding to expressed need from the government.
• Develop and conducted a rapid capacity assessment / gap analysis for key line ministries working with FAO units in line with the agreed rolling work plans between FAO and the Ministries.
• Produce a Capacity Development Plan that considers the human resources/skills development, institutional strengthening and operational capacity including:
o Soft Skills development - on the job long term and short-term training of Ministry staff (FGS and FMS) to fill in critical knowledge and skills gaps.
o Hardware - for information and data management, policy, and strategy implementation tracking, monitoring and supervision of programmes and projects.
o Supporting the Ministries to develop critical internal human resource policies including performance management; guidelines for recruitment, retention, and exit; reward systems; staff training and development; and staff welfare.
• Facilitate the consolidation of capacity development contracts across sectors to harmonize and consolidate for joint delivery.
• For institutions and ministries working in Food Security, Nutrition, Water and Land, analyse existing internal and external coordination mechanisms for cooperation and information sharing; ensuring a dedicated structure is established or strengthened.
• Facilitate discussions with the members of technical working groups and develop ToRs for the various structures agreed by the FMS line Ministries.
• In collaboration with FAO sectors and technical units and line Ministries outline professional staff and related capacity requirements and develop an Implementation Plan.
• Follow up, screening and selection of Ministry technical staff for Capacity Development based on specific criteria to be developed and communicated to each Ministry.
• In consultation with FAO sectors/ units’ leadership, recommend coaching, on the job training, and shadowing among the most suitable candidates; identify those skills/professionals not available in the ministries and recommend to FAO quick methods for either transfer from FAO or new employment from other sources through vacancy announcement.
• Identify and recommend the most relevant sections and/or departments for Capacity Development in government institutions. Capacity Development would include training, provision of hardware and software equipment.
• Based on their mandates, roles, and responsibilities, recommend the establishment of Thematic Working Groups (TWGs) with the aim of targeted capacity development and avoiding or minimizing duplication and overlap of activities.
• Compile a detailed capacity building Implementation Plan which can inform the development of project documents.
• Perform other duties as assigned.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Agriculture, Economic, Social Sciences or Natural Resources Management or a related field.
• Five years of relevant experience in capacity assessment and development for which the greater part should be in Africa or developing countries.
• Previous records on production of publications regarding food security assessments will be considered an asset.
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian for COF.REG. Working knowledge of English level C for PSA.SBS.

Technical/Functional Skills
• Must hold an EIA/EA practicing licence from a recognized National Environmental Authority.
• Experience working with diverse sets of stakeholders.
• Experience in WB procedures of ESS is an added advantage.
• Experience in Desert Locust control and Irrigation projects is an added advantage.
• Track record of supporting EHS compliance in a similar setting.
