ORGANIZATIONAL CONTEXT
WFP’s Regional Bureau in Cairo for the Middle East, North Africa and Eastern Europe regions (RBC) is looking to strengthen its support to Country Offices (COs) in their use of Cash Based Transfers (CBT) for emergency preparedness and response, national social protection systems and other humanitarian and development programmes.
RBC provides strategic guidance, support and direction, assurance and oversight to WFP operations and activities in Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, Morocco, Palestine, Syria, Tunisia, Turkey, Ukraine and Yemen.
THE ROLE
The post is responsible for co-creating, activating, and enabling functional support to maintain emergency preparedness and activate emergency response, and providing strategic guidance on CBT design and implementation. It provides a liaison function between WFP country offices, the regional bureau and HQ and makes sure required support is provided to COs to strengthen their CBT operations. The function is part of the RBC programme division but works cross-functionally and in close coordination with other divisions and services teams in the regional bureau. It requires a strong CBT expert, abreast of the latest developments in CBT and social protection. S/he needs to have good partnership and coordination skills and experience in setting up CBT operations, including in emergencies.
KEY ACCOUNTABILITIES (not all-inclusive)
Supervising the support to COs in defining their CBT strategies, design and implementation through leading an RBC cross-functional support team and in collaboration with relevant staff from HQ CBT teams.
Facilitating and coordinating the provision of functional support and capacity strengthening (training, knowledge exchange, etc.) to COs to improve the overall quality of CBT programmes in the region.
Working with COs in ensuring that CBT operations meet the WFP corporate cash assurance requirements.
Supporting COs to ensure CBT emergency preparedness actions are in place, providing technical recommendations and guidance, and monitoring the management of functional risks to enable WFP, governments, and other partners to quickly respond and deploy resources at the onset of the crisis.
Recognizing the corporate accountabilities in sudden onset emergencies, activate essential CBT support for immediate emergency response and scale up.
Advising COs on beneficiary identity management, payment platforms and other CBT related functions in support of national social protection systems.
Engaging with RBC Programme Team in planning, monitoring and reporting efforts including proactive and timely contributions to Country Strategic Plans.
Maintaining regular contact with HQ CBT division on the design, delivery, support and reporting on CBT operations in COs.
Establishing and implementing an annual functional oversight plan for RBC Country Offices and engaging with HQ CBT to draw down the required expertise/capacity to conduct oversight missions.

QUALIFICATIONS & KEY REQUIREMENTS
Education: You have
Advanced University degree in International Affairs, Social Science or other field of relevance to international development assistance, or First University degree with additional years of related work experience
Experience: You have
At least eight years of professional experience in humanitarian sector demonstrating high performance and leadership capacity;
At least three years of working experience in CBT programming in diverse contexts;
Vast and strong experience in the design, set-up, implementation and evaluation of in-kind food, cash and voucher transfers;
At least one field experience to support the setting up and/or running of emergency CBT operations;
Proven capacity to initiate and lead innovation that strives for continuous improvements and leverages established partnerships;
Proven effective cognitive abilities, analytical and problem solving skills;
Proven leadership capacity to build and foster inclusive and high performing teams;
Exhibited ability to communicate effectively;
Demonstrated exceptional partnership building skills with internal and external stakeholders;
Proven strategic and policy engagement skills in international setting;
Deepened technical knowledge through exposure and the leading of technical teams;
Leading of policy discussions and decisions.
Languages: You have
Fluency in oral and written English
Intermediate knowledge of Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages). Fluency in Arabic and French is an asset.
Knolwedge and Skills: You have
Excellent understanding of the theory and application of food security and safety net programmes;
Excellent understanding of Project Cycle Management and its application;
Excellent understanding of CBT programming and proven ability to asses, design, implement and monitor CBT programmes, preferably in complex emergencies and protracted crisis situations;
Solid understanding of CBT programming related to food security and nutrition;
Strategy development, coordination, action planning and capacity development skills in order to implement a strategy
Solid and well-developed approach towards partnership
Proven/Excellent skills in strategic/analytical work

TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities.
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org)_including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Cairo, Egypt to take up this assignment.
