Key Responsibilities:
World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2021-2025 seek to reach 2 million of the most vulnerable children. This is done through programming in Resilience and Livelihoods, WASH and Health, Child Protection and Education.
World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced Chief of Party for the anticipated four-year Strengthening Pathways to Language, Literacy and Learning for Deaf Learners (SPLD) Activity in Rwanda. The Activity aims to improve literacy outcomes for all children by the end of Primary 3 (P3) by: improving parental and community support for deaf learners; strengthening teacher RSL fluency and bilingual (Rwandan Sign Language (RSL) to Kinyarwanda) deaf education pedagogy; and increasing youth engagement to support RSL learning and deaf learners.
This senior leadership position will provide overall strategic direction in the design, management, implementation and overall quality assurance of the project. The COP will be World Vision’s primary point of contact with all relevant stakeholders. This position will collaborate with MINEDUC, REB and other critical partners to provide high-level support for effective delivery and sustainability of the project interventions. The COP will oversee a team of experts and support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities, and ensure the program’s compliance with USAID and World Vision regulations. The project must be designed to align closely with the current objectives of the Government of Rwanda so that activities are complementary and create sustainability. The Chief of Party will be based in Kigali, reporting to the National Director.

Major Responsbilities
Provide vision and strategic technical leadership for the grant.
Manage proactive and responsive relationship with grant donor in close collaboration with World Vision National Office staff.
Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance
Research new funding opportunities and develop and write funding proposals, if second phase of the grant or cost extension is planned
Supervise a team of senior level staff with skills across a diverse set of technical areas
Ensure proper technical capacity of staff to manage donor-funded grant
Lead grant staff and short-term consultants
Establish and maintain effective project reporting, evaluation, and communication systems.
Submit timely accurate and professional reports that meet donor requirements
Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donor and Support Office staff.
Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits
Consistently look for more effective and efficient implementation methods and opportunities to increase impact
Participate and conduct on-going lessons learned with key staff and partners/sub-grantees
Liaise with local government officials, local communities, donor representatives and other stakeholders as appropriate
Escalate grant management issues early and openly; resolve grant management issues quickly and fully.
Provide spiritual leadership to the grant team. Attend and participate in weekly chapel services and daily devotional meetings.
Establish clear and frequent communication regarding program progress and oversight management with the donor.
KNOWLEDGE /QUALIFICATIONS FOR THE ROLE
Required Education, Professional Experience, training, license, registration, and certification
Master's degree in Education or any other relevant field.
Experience in managing grant-funded projects
Experience in inclusive education programming with preferred experience in deaf education or sign language development activities, which may include teaching and learning material development, assessments, teacher professional development, and systems reform.
Clear familiarity with core topics around the inclusion of students with disabilities, especially Universal Design for Learning and behavior change.
Experience working in close partnership with government counterparts, international development agencies, non-governmental organizations, and other collaborators/stakeholders.
Excellent self-management skills, including the ability to manage competing responsibilities under tight timelines.
Familiarity with the education system in Rwanda.
Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
Preferred Knowledge and Qualifications
Experience as a Chief of Party, Deputy Chief of Party or equivalent for education programming preferred.
In-depth knowledge of USAID approaches and regulations.
Fluency in a sign language highly preferred with preference for RSL or a similar sign language spoken in the region.
Experience in managing inter-agency consortiums.
The salary is commensurate with qualifications and experience.
