Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

Responding to the growing demand for supporting inclusive and sustainable industrial development (ISID) in the era of the new industrial revolution, the Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities, challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal points in other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs. The Department’s interventions actively identify and combine complementary services from across three Divisions, namely:

- Innovation and Digitalization Division (DTA/DTI/IDD)
- Investment and Technology Promotion Division (DTA/DTI/ITP)
- Quality Infrastructure and Smart Production Division (DTA/DTI/QIS)

This position is located under the Innovation and Digitalization Division (DTA/DTI/IDD), which promotes digital transformation and innovation ecosystems building, to advance the economic competitiveness of developing countries by helping them to benefit from the rapid progress of digital and convergent technologies associated to the Fourth Industrial Revolution (4IR) and ensuring a smooth transition towards cyber-physical industrial systems and a smart society.

PROJECT CONTEXT

Project title: Industry 4.0 to foster youth employment in Tunisia and Côte d’Ivoire

This project addresses a major socio-economic problem in Tunisia, as well as in the complementary country Côte d’Ivoire, namely the high unemployment rates among youth and women. In the context of the industrial sector, the focal problem lies in the lack of dedicated policy and mechanisms as well as updated capabilities and infrastructure to benefit from the 4IR in promoting growth and fostering youth employment. BMZ’s has a Special Initiative on training and Job Creation with emphasis on technology and innovation development and value chains promotion, under which the current project document is designed to boost integration into 4IR ecosystems combined with increased and enhanced employment opportunities and conditions in selected enterprises in Tunisia and Côte d’Ivoire. The suggested industrial sector for intervention are: Automotive, Aerospace and ICT, Solar energy (Tunisia); ICT and agro-industry (Côte d’Ivoire).

The intervention will foster higher demand for skilled workers by addressing constraints on the business side that prevents firm growth and cluster development and will support youth and others to engage in these opportunities by increasing access to technology, skills, and information about jobs and business prospects. Consequently, the project will focus on agents working in the targeted clusters, especially youth and women, support for labour market integration, entrepreneurship, incubators and training structures; and strengthening of financing institutions (banks, micro-credit institutes, etc.). In addition, alignment will be sought with the broader framework of relevant national policies.

Objective of the project:
The main goal of UNIDO interventions is to support Tunisia and Côte d’Ivoire in increasing youth employment, salaries and labour conditions through shaping and consolidating a digital economy ecosystem. The envisaged wide impact of this objective will contribute to a structural transformation of the economy in Tunisia and set the ground for this transformation in Côte d’Ivoire in the targeted sectors, leading to sustainable job creation.

The Outputs and Activities of the proposed project are the following:

1. Enhanced and conducive business environment for employment generation and adoption of 4IR technologies and methods within priorities VC and sectors.
1.1. Readiness assessment conducted with focus on employment generation opportunities.
1.2. Foresight exercise for identification and confirmation of priority VC, sectors and key technologies to be targeted and support establishment of 4IR index.
1.3. Policy, strategies, recommendations and governance assurance.
1.4. Advocacy and awareness raising campaign to disseminate digital culture and benefits for the manufacturing sector.
1.5. Revision and improvement of contractual regulation statements for supporting the use of PPP schemes, strategic alliances and overall mechanisms among major stakeholders.

2. Establishment of a SMART factory for 4IR technology adoption and integration in the industrial sector.
2.1. Feasibility study for the SMART Factory.
2.2. Design of a SMART factory with support from partners and providers of technology.
2.3. Creating capability building facilities for experimenting, on-the-job learning, internships and prototyping.
2.4. Acquisition and instalment of needed equipment and technologies.
2.5. Training of trainers and personnel.

3. Development of dedicated training capacity on 4IR knowledge in vocational centers, universities and business schools.
3.1. Identification and selection of pilot target institutions.
3.2. Preparation of advanced training curricula, modules, computer-based facilities, digital tools, material and guidelines.
3.3. Supporting the implementation of the pilot training programmes.
3.4. Evaluation of the pilot phase and drafting of road map for the GvT to scale up this initiative.

4. Establishment and strengthening of 4IR institutions and centres for shared training, knowledge, experience and activities (multi country intervention).
4.1. Assessment and mapping of institutions and initiatives related to 4IR among target countries.
4.2. Provide assistance for selecting and strengthening 4IR centres.
4.3. Training staff of centres based on the needs assessment and in line with national priorities.
4.4. Establishing a platform for sharing experience, data, curricula, and teaching materials.

5. Pilot on adopting and operating 4IR technologies in a selected number of enterprises (links to Output 2).
5.1. Selection of target beneficiaries from SME based on agreed criteria.
5.2. Developing and conducting 4IR enterprise level diagnosis.
5.3. Instalment, guiding and training staff on the use of new technologies.
5.4. Monitor and follow up impact on performance.
5.5. Prepare guidelines on adoption of 4IR on SME level.

6. Investment promotion network/digital transformation facilitation for attracting investors/partners/finances for acquiring 4IR technologies.
6.1. Establish linkages with potential investors, providers of technology and partners.
6.2. Organize meetings, b2b, etc. between SMEs receiving support under the project and potential partners, providers of tech and investors.
6.3. Provide support for optimal transfer of knowledge, technology and equipment.

Main Functions
The Chief technical advisor is expected to work under the supervision of the project manager and in cooperation and coordination with UNIDO team in HQ and the field to undertake the following tasks:

Technical and managerial functions:
In cooperation with the project team in HQ, Tunisia and Cote d’Ivoire:
- Elaborate the work plan for and supervise the implementation of its activities from technical perspective to ensure their quality.
- Ensure the daily technical coordination of the programme in cooperation with all relevant stakeholders.
- Propose changes to the indicators (SI KPIs and UNIDO KPIs) in the project’s logical framework, after examining and validating the realities on the ground.
- Establish with the specialized expert a coherent system of information covering each activity of the project, including project Key Performance Indicators (KPI) (institutions and enterprises), and transmit the required details to UNIDO and the counterparts as required.
- Provide technical inputs to a work plan, progress report, final report and any other reports/documents as requested, and in compliance with UNIDO and the donor guidelines and requirements.
- Support the establishment and functioning of project governance structure, including the Steering and Consultative Committee to ensure strategic and operational guidance for the project.
- Ensure synergies with programmes conducted by other organizations or institutions.
- Assist the Project Manager to monitor and evaluate the progress and the impact of the project as well as the impact on the products’ quality and on the performance of the selected MSMEs and manufacturers.
- Develop and supervise the capacity building actions of national and partners and ensure national ownership of the project results.
- Report obstacles, problems and shortcomings to the Project Manager in order to coordinate the introduction of rapid remedial measures.
- Coordinate the work of experts in the field, provide guidance and validate the deliverables.
- Undertake travels as required by the project activities.
- Provide briefing, guidance, training and technical inputs to experts for developing and implementing technical assistance activities across the project’s outputs.
- Participate in meetings/workshops/seminars to publicize the project as requested.
- Support the project manager in the preparation of administrative, technical and financial files for the subcontracting of equipment and services including calls for tenders.
- Support the project manager and the monitoring officer in tracking the progress of the project through collecting relevant data and providing necessary information.

Communication:
- In coordination with the communication officer, organize and/or participate in meetings/workshops/seminars to publicize the project.
- Implement the necessary communication actions to ensure the awareness of stakeholders, the promotion of project activities and the visibility of stakeholders.
- Contribute to the preparation of the communication material and ensure the dissemination of all media related to undertaken activities.
- Ensure clear and direct communications channels among the different partners, stakeholders and ultimate beneficiaries.
- Ensure the establishment of a fluid and structured communication and information exchange mechanism between the various national and international partners of the Program.
- Ensure compliance with the lines of communication of UNIDO, the donor and partners.
- In coordination with the project manager, ensure the representation of UNIDO in meetings and events related to the project.
- Develop a positive working climate with national counterparts, UNIDO offices and partners and attend information exchange meetings.
- Ensure full compliance with procedures related to transparency of rules and confidentiality of enterprises’ information and data.

Reporting:
- In cooperation with team on the field elaborate an inception report for the initial phase of the project for approval by the Project Manager.
- Develop the reporting plan that will be retained for the project period (responsibility, frequency, structure, circuit and means of circulation, etc.) and the outline of the reports that will be drawn up and finalize them with the project manager.
- Prepare short monthly progress reports for the Project Manager.
- Prepare ad-hoc Programme reports upon request of UNIDO and the counterparts.
- Prepare annual progress report to be shared with the donor.
- Coordinate the preparation of project evaluation.
- Prepare a final/terminal report comprising all relevant information compiled from the interim reports, including also performance indicators, conclusions, analysis of lessons learned and recommendations.

Minimum Requirements

Education
Advanced university degree in engineering, economics, business administration, or other relevant discipline with specialization in private sector development, is required.

Languages
Fluency in written and spoken English, French is required, Arabic is an asset.

Field of Expertise
At least (10) years of professional experience in ecosystem digital transformation (including 4IR related areas), enterprise modernization and digitalization, coordination of technical cooperation projects is required.
Experience in evaluating the needs, conditions and problems in developing countries and specifically northern and western Africa, is desirable.
Knowledge of business development services for SMEs and value chain improvements. Knowledge and experience of work with UN constituents and knowledge of UN procedures would be an asset.
