Purpose for the Job:

The Child Protection Officer (System Strengthening) will report to the Child Protection Specialist/Chief of Child Protection for guidance and overall supervision. The Child Protection Officer (System Strengthening) will provide technical support to UNICEF Liberia in the areas of child protection policy development, program planning and implementation, knowledge management (CP IMS+), monitoring and evaluation, and alternative care. The post holder will also work to strengthen UNICEF's partnerships with government, civil society, and the private sector to ensure that children in Liberia are protected from violence, abuse, and exploitation and have access to quality case management services (including alternative care services) and birth registration.

Summary of key Functions/Accountabilities:

Support to programme development and planning

Participate in the conduct and updating of the situation analysis for children and provide technical support to UNICEF Liberia, government counterparts, UN Agencies and development partners in the development and implementation of child protection policies, guidelines, SOPs and programs, including for case management, care reform for children without appropriate care and for birth registration services in Liberia.
Support the Government of Liberia, the National Social Work Board and the National Association of Social Workers and Child Protection actors to ensure standards and policies are put in place to professionalize the Social Work profession in Liberia.
Work with key government and CSO partners to ensure the development and operationalization of a rollout plan for key child protection policies, guidelines, SOPs including the road map for the protection of children in street situations, the capacity building and the Social Service Workforce Strengthening Strategic Plan as well as training manuals for the effective delivery of well-coordinated child protection interventions in Liberia.
Provide technical support to the Government of Liberia line ministries including the Ministry of Gender, Children and Social Protection and civil society organizations in the rollout of relevant trainings and capacity-building initiatives to child protection staff and partners and ensure that services are delivered in compliance with relevant guidelines, standards and SOPs and in a well-coordinated manner.
In consultation with WCARO, support the development and deployment of CP IMS+ for evidence generation for child protection and support the implementation of monitoring and evaluation systems for child protection programs, including case management and alternative care services.
In consultation with UNICEF Regional Office for WCAR contribute to the roll out the CPIMS+ Technical training with Social Workers and Supervisors and ensure the MGCSP has a dedicated Systems Administrator to work along with UNICEF on the CP IMS+.
Support the Ministry of Gender, Children and Social Protection in preparing and submitting required child protection systems strengthening documentation including workplans, financial requests, reports, data analysis, etc to inform programming.
Participate in strategic policy dialogue and engagements with key policy and decision makers including the legislative Branch of Government and the Executive on the need to ensure public financing for child protection in national budgets.
Programme Management, Monitoring and Delivery of Results:

Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.
Participate in monitoring and evaluation exercises, md year and annual reviews of child protection programme with government and other counterparts to assess programme results against milestones and targets, review and discuss key challenges and lessons learnt and derive strategic actions to address the challenges for the achievement of programme results.
Conduct programme monitoring visits to programmes locations and sites using different approaches including focus group discussions with children including members of the Liberia Children’s Representative Forum, families, communities, social workers and supervisors to understand the extent to which they are affected by child protection policies, SOPs and guidelines.
Report on critical issues and findings related to the implementation of child protection programmes to UNICEF senior management and ensure regular follow up with management to resolve the concerns in a timely manner.
Technical and Operational Support to Programme Implementation:

Work closely and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
Provide technical support to child protection actors to address programmatic and operational issues which have negative impact on the delivery of child protection interventions and programmes
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices for child protection programming.
Networking and Partnership Building:

Strengthen UNICEF's partnerships with government, civil society, sister UN Agencies and the private sector to promote child protection goals and ensure the integration of UNICEF’s strategic positioning in development agenda through well-coordinated approaches.
Build and sustain close working partnerships with government counterparts, national stakeholders and other child protection actors including civil society and community-based organizations, the private sector through active sharing of information and knowledge to facilitate programme implementation.
Represent UNICEF Liberia at national and international child protection forums including Child Protection network, GBV Taskforce, Adolescent Girls Working Group, UN interagency meetings and participate in strategic discussions on the planning, development, implementation and evaluation of child protection programmes including policies, roadmap and strategies.
Research information on potential funding opportunities and donors and contribute to the preparation of resource mobilization materials including data fact sheets and briefs for fund raising and partnership development purposes to support child protection programmes in Liberia.
Contribute to the drafting of programme reports, communication and visibility materials including human interest stories, programme briefs, fact sheets and data analysis for partnership engagements in the thematic area of child protection.
Innovation, Knowledge Management and Capacity Building:

Identify, capture, synthesize, and share lessons learned for knowledge development on child protection system strengthening work and support capacity building for key child protection actors and members of the child protection network and the Liberia Children’s Representative Forum for advocacy engagements and for the effective delivery of child protection services.
Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable child protection interventions with comply to child protection laws, policies and strategies with impactful results for children.
Participate as a resource person in capacity building initiatives to enhance the competencies of child protection actors and ensure effective coordination of child protection programmes among child protection actors including children in Liberia.
Support research and analysis on child protection issues, including alternative care, information and data collection and management and support advocacy efforts for child protection financing through engagements with key duty bearers and other stakeholders.
Participate as a resource person in capacity building initiatives to enhance the competencies of child protection actors and ensure effective coordination of child protection programmes among child protection actors including children in Liberia.
To qualify as an advocate for every child you will have…

Education:

An advanced university degree in one of the following fields is required: international development, human rights, psychology, social work, sociology, international law, or another relevant social science.
Experience:

A minimum of two years of professional experience in child protection programming (with a focus on child protection systems strengthening), social development planning and management, human rights including child rights, gender sensitive programming and in other related areas is required.
Experience working in a developing country is considered as an asset.
Strong knowledge of child protection legislation and standards, including for case management and alternative care.
Proven ability to develop and implement child protection policies and programs, including guidelines and SOPs.
Excellent research and analytical skills.
Excellent written and verbal communication skills.
Ability to work independently and as part of a team
Language Requirements:

Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
