Purpose for the Job:

The Child Protection Officer reports to the Chief, Child Protection or Child Protection Specialist for supervision. The Child Protection Officer provides professional technical, operational and administrative assistance throughout the programming process for child protection programmes/projects within the Country Programme from development planning to delivery of results. H/She prepares, executes, manages, and implements a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting.

The Child Protection Officer will provide technical expertise and operational support to the Ministry of Justice and other relevant partners and actors throughout all stages of the implementation of the national strategy on child justice and other child justice initiatives by supervising and coordinating the preparation of programmes/projects workplans, budgets and other supporting documents on justice for children. This work will also include research and report on situation analysis, development trends and data for use in child justice and child rights programme development, management, monitoring, evaluation and delivery of results, and contribution to capacity building and strengthening of child justice institutions, professionals, personnel and other actors through trainings, workshop, meetings and mentorship.

Support to Programme Development and Planning:

Conduct and update the situation analysis for the development, design and management of justice for children related programmes/projects. Research and report on situation analysis, development trends and data for use in child justice and child rights programme development, management, monitoring, evaluation and delivery of results.
Contribute to the development, rollout and implementation of justice for children and child rights programmes and projects including the national strategy on child justice, and the development of a plan of actions for the accessibility and delivery of gender sensitive child justice services for children who come into conflict and or in contact with the law across the country.
Contribute to the rollout of capacity building and strengthening of child justice institutions, professionals, personnel and other actors through trainings, workshop, meetings and mentorship throughout the implementation of the strategy and other child justice initiatives.
Provide technical expertise and operational support to the Ministry of Justice and other relevant partners and actors throughout all stages of the implementation of the national strategy on child justice and other child justice initiatives by supervising and coordinating the preparation of programmes/projects workplans, budgets and other supporting documents, executing and administering a variety of technical, programme, operational, and administrative transactions and complying with organizational processes and management systems for results based implementation.
Provide technical expertise and operational support to the Ministry of Justice and other relevant partners and actors to contribute to Liberia’s compliance to human rights treaties reporting including the Convention on the Rights of the Child and other human rights instruments and treaties that concern to children.
Provide technical expertise and operational support to the Independent National Commission on Human Rights for the establishment of a child rights unit and monitoring and reporting on child rights violations.
Prepare and submit required child justice and child rights programme documentations including workplans, itemized cost expenditures, face forms and other materials and data to facilitate the programme review, payments processing and approval processes.
2. Programme Management, Monitoring and Delivery of Results:

Work closely and collaboratively with colleagues and partners in the justice and other sectors to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate child justice officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned from justice for children programme/project implementations.
Participate in monitoring and evaluation exercises, programme reviews and annual reviews of child justice programmes/projects with government and other counterparts to assess programmes/projects, and to report on required action/interventions at the higher level of programme management.
Monitor and report on the use of programme resources (financial, administrative and other assets), ensuring gender sensitivity and mainstreaming, verifying compliance with approved allocations, organizational rules, regulations, procedures and donor commitments, standards of accountability and integrity. Report on critical issues and findings related to the implementation of child justice programmes and projects to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution or to timely redress or employ mitigating measures where necessary.
Prepare regular and mandated justice for children and child rights programme/project reports for management, donors and partners to keep them informed of programme progress, gaps, challenges and lessons learnt.
3. Technical and Operational Support to Programme Implementation:

Conduct regular programme field visits to prgrammmes locations and sites, conduct individual and or focused group discussions including with beneficiaries and other child justice actors, meetings with relevant child justice and child rights professionals and actors, assessments during field visits and exchange information with partners/stakeholders to assess progress and the level of impact and provide technical support where needed. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical child justice programme implementation issues, bottlenecks and potential problems for timely action to achieve results.
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in justice for children and child rights to support programme implementation.
4. Networking and Partnership Building:

Build and sustain close working partnerships with government counterparts, national stakeholders and other child justice actors including civil society and community-based organizations, the private sector through active sharing of information and knowledge to facilitate programme implementation and build capacity of child justice stakeholders, personnel, institutions and civil society actors to achieve impactful results and ensure programme/project sustainability.
Participate in inter-agency meetings/events on programming to collaborate with interagency partners/colleagues on UNDAF operational planning and preparation of child justice and child rights programmes/projects, and to integrate and harmonize UNICEF’s position and strategies with UNDAF development and planning processes.
Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes to support justice for children and child rights initiatives.
Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for child justice programmes.
5. Innovation, Knowledge Management and Capacity Building:

Identify, capture, synthesize, and share lessons learned for knowledge development on child justice and child rights and build the capacity of child justice stakeholders, personnel and other actors.
Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable child justice programme with impactful results for children.
Research and report on best and cutting edge justice for children and child rights practices, approaches and standards for development planning of knowledge products and systems strengthening and programmes sustainability.
Participate as a resource person in capacity building initiatives to enhance the competencies of child justice stakeholders, personnel, professionals and other actors.
To qualify as an advocate for every child you will have…

Education:

A university degree in one of the following fields is required: Law, International Development, Human Rights, Psychology, Sociology, or another relevant social science field.
Experience:

A minimum of two years of professional experience in social development planning and management in child protection related areas is required. Experience working in a developing country is considered as an asset.

Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.

Experience in both development and humanitarian contexts is an added advantage.

Language:

Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
