Context:
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Emergency Response and Recovery Coordinator, in close coordination with the Deputy Chief of Mission, Heads of Sub Offices (HoSO) and other relevant programme managers/coordinators, the successful candidate will be responsible for the Camp Coordination and Camp Management (CCCM) Cluster coordination. As cluster lead, IOM contributes to ensuring a multi-sectoral response to assist and protect displaced populations in communal settings (collective centres, camps, transit/reception centres, spontaneous and informal settlements, planned sites, etc.).

Core Functions / Responsibilities:

1. Coordination
a. Represent the interests of the cluster in discussions and coordination meetings at the national level and ensure a harmonized and coordinated multi-sectorial response in displacement sites;
b. Ensure reporting of multi-sectorial gaps and needs in all displacement sites to the Inter-Cluster Working Group and advocate for support from other clusters when necessary;
c. Ensure that adequate site management structures are in place in identified displacement Sites
d. Organize regular cluster meetings at the national level.

2. Planning, preparedness, and strategy development
a. Lead on cluster planning at national level with regards to developing response strategies, contingency planning including “exit”/transition strategy for site closures and action plans for the cluster;
b. Together with cluster partners, undertake capacity mapping and gap identification exercises for identifying emerging assistance needs, protection issues and develop a capacity-development strategy for the sector;
c. Map and track 5 Ws “who is doing what, where, when and for whom”;
d. Ensure integration of agreed priority cross-cutting issues in sectoral needs assessment, analysis, planning, monitoring and response;
e. Identify the training needs and develop a capacity building strategy accordingly;
f. Organize joint field missions, needs assessments and analysis among cluster partners and
g. Participate in joint inter-cluster needs assessment exercises.

3. Monitoring
a. Ensure and monitor that all CCCM actors implement site management standards andguidance in all displacement sites;
b. Ensure that all partners funded through pooled fund meet their targets and complete all reporting requirements.
4. Information management (IM) and reporting
a. Coordinate closely with all cluster partners to collect and collate agreed upon CCCM reporting tools for the field;
b. Closely coordinate with the Displacement Tracking Matrix (DTM) team, as the primary IM partner of the CCCM cluster; review, share and promote DTM products in all relevant forums;
c. Ensure proper communication and information flow between Maputo and the field, and among partners.

5. Application of standards and guidelines
a. Facilitate discussion and agreement on the use of common standards and tools among cluster partners;
b. Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all cluster partners, taking into consideration the possible need for local adaptation both in terms of language and content;
c. Ensure regular coordination with Global Cluster team to share best practices and learning from country mission.

6. Advocacy & Resource Mobilization
a. Identify core advocacy concerns and contribute key messages to broader, multi-sectoraladvocacy initiatives.
b. Represent the interests of the cluster/sector in discussions with the Inter Cluster Coordination group (ICCG) and the donor community on prioritization, resource mobilization and advocacy in particular to implement the national camp consolidation framework.
c. Identify core advocacy concerns at the national level and contribute key messages to broader, multi-sectoral advocacy initiatives

7. Preparedness and Training Capacity
a. Promote and support efforts to strengthen the capacity of NGOs, UN agencies, civil society, camp managers and members of displaced and host communities including through relevant CCCM training.
b. Promote and support national efforts to structure and implement a cohesive national capacity building strategy for local government officials and local authorities through relevant CCCM training.

8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Architecture, Landscape Architecture, Urban Planning, Humanitarian Affairs, Development Studies, Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Experience or comprehensive view of community organization, planning and design with an equivalent combination of camp management and humanitarian experience;
• Experience in cluster coordination, humanitarian response and emergency operation;
• Experience in project implementation and management;
• Experience in project monitoring and reporting is an advantage.

Skills
• Proven skills to analyse statistical information;
• Proven skills in coordination;
• Resource mobilization and strategic documentation;
• Demonstrated team-building and capacity building of stakeholders.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

Portuguese, Spanish or any local language is an advantage.
