How can you make a difference?

Under the responsibility of the Chief of Health Section and in close supervision and guidance from Immunization Specialist, the Cold chain Specialist is accountable for professional leadership and contribution towards the development, planning, implementation, monitoring, and evaluation of national and subnational cold chain logistics operations and vaccine management for quality program delivery and effective and efficient supply and logistic systems, to achieve the UNICEF’s immunization goals and objectives of the country. In particular, the incumbent is expected to provide technical support to the procurement, supervision of installation, training of users and maintenance of the cold chain equipment available at national, regional, and local levels.

1. Quality contributions are made to the development and implementation of the cold chain vaccine management and logistic planning and approaches to participation and collaboration with the internal and external partnerships:

Responsible for cold chain logistics planning through coordination with the Supply/Operation/Program section. Provide technical advice on cold chain logistics arrangement facilitating cost-effective custom clearance, inventory management and distribution of supplies and equipment, and support of the program implementation.
Prepare technical terms of reference for the installation of cold chain equipment to strengthen the cold chain for vaccines and follow the bidding of installation/maintenance/ rehabilitation processes.
Participates with the UNICEF government, non-government organizations (NGOs), and other partners in the development of immunization strategies and approaches. Ensures achievement of strategic results in line with agreed Annual in Country Program objectives in adopting corrective actions to meet program/project objectives.
Develop and maintain partnerships in collaborative relations with UNICEF, government, UN, and bilateral counterparts in cold chain logistics activities including distribution, monitoring supplies inputs, and inventory.
2. Work plan and objectives are strategically established, technical support is effectively provided, and plan results are timely delivered through the exercise of strong technical leadership in supporting the national immunization program:

As a cold chain and vaccine management specialist exercises technical leadership for and participate in the development of the role out of cold chain optimization plan, and technical decision as well as for administration, implementation, monitoring, and follow-up of project activities, consistent with the project strategies and approaches. Ensures objectives and targets are timely met and achieved, through full coordination between activities, by supporting a team of professional and support staff.
Meets with national and international agencies overseeing the management of programs/projects. Participates in meetings with ministries responsible for program/project review, and follows up on the implementation of recommendations and agreements, and integration of gender mainstreaming across sectors.
3. Project implementation progress is monitored and evaluated for adjustment, acceleration, and improvement of program delivery and sustainability:

Supervise and report the procurement, installation, and distribution of positive and negative cold chain equipment
Supervise the installation of the new equipment on the field (cold chain, temperature monitoring devices, IT equipment) and rehabilitation of cold stores and prepare technical reports (priority point) to guarantee the accomplishment of the Term of Reference requested and performance-quality and Safety (PQS) standard established by WHO.
Organize training in coordination with Immunization Specialist in EVM, Remote Monitoring of Temperature
Devices and Fridge tag use and reinforcement of data quality collection for immunization.
Undertakes field visits to monitor the program, as well as participates in periodic program reviews with government counterparts and other partners. Identifies necessary actions for program adjustment. Provides technical advice and assistance to government officials and implementing partners in the planning and management of immunization program, and ensure the sustainability of interventions
Responsible for the safe custody of stocks of supplies and equipment awaiting distribution countrywide for projects. Maintain an up-to-date inventory/tracking system to monitor emergency inputs and action of UNICEF supplies. Coordinates on a regular basis with the program, immunization specialist, and supply/operation staff to ensure the supplies and equipment are released to the program and to end users in a timely manner.
Ensures the timely preparation of annual sector status reports in compliance with the established guidelines and procedures. Participates in the preparation of all program reports for management, board, donors, budget reviews, program, analysis, and annual reports.
4. The capacities of country office staff and UNICEF staff are strengthened through an effective capacity-building program in the development, implementation, and management of the immunization program with focus on cold chain and vaccine management:

Provides technical support to the government at the national and provincial levels in the planning, development, and implementation stage of the program/project plan. Identifies training needs, plans, organizes, and conducts training and orientation activities for government personnel and beneficiaries, for the purpose of capacity building, sustainability of programs/projects, and promotion/expansion of coverage of services.
Plans and organizes a staff training/development program to upgrade the capacity of the country office staff in the program development, implementation, and management of the immunization program. Conducts relevant orientation, workshop, training, and staff learning/development activities to assist the government to ensure preventive and corrective maintenance of cold chain at all levels
5. UNICEF and Government accountability is ensured for supply and non-supply assistance and disbursement of program funds for the sector.

Coordinates with operation and supply staff on Supply and non-supply assistance activities ensuring UNICEF and government partners' accountability. Certifies disbursement of funds ensuring those activities are within established plans of action and program budget allotments. Monitors the overall allocation and disbursement of program funds, making sure that funds are properly coordinated, monitored, and liquidated. Submits financial status reports to management in compliance with regulations and guidelines.
Establish and maintain a system of contact with customs and port/airport immigration authorities at national ports of entry on the clearance of UNICEF supplies in keeping with established protocols. Ensures that the highest standards of security are maintained, and the warehouse facilities are MOSS compliant.
6. Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, program coordination, information sharing, and knowledge networking:

Coordinate activities and exchange information and knowledge with other programs to contribute to the achievement of overall country program objectives. Participates in establishing effective monitoring, knowledge, database/network, and reporting system to ensure the availability of current and accurate program information/data and contributes to the development of communication materials and strategies to support advocacy and community participation in the immunization program.
Maintains close working relationships to establish partnerships and collaboration with external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate relevant data, and exchange information on program/project development and implementation. Ensures exchange of knowledge, information, experience and lessons learned.
7. The most relevant and strategic management cold chain system is established and scaled up to support the immunization program and effective implementation of the district health information system:

Supports NIP and relevant partners to explore scale-up and expansion of the cold chain and information system as per the description and cold chain maintenance.
Design and implement web-based vaccines and cold chain inventory system or explore the integration of the cold chain inventory into the SIBO and DHIS2 or alternatively develop a web-based vaccine stock and cold chain management system at the central and regional levels.
In collaboration with monitoring and evaluation and program communication colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system.
Participates in major evaluation exercises, program mid-term reviews, annual sector reviews, and preview meetings. Analyses and evaluates data to ensure achievement of objectives and recommends corrective measures as appropriate.
To qualify as an advocate for every child you will have…

An advanced university degree in one of the following fields is required: Public health, civil engineer, supply chain/logistics management, or another health-related science field.
A minimum of five years of professional experience in a developing country.
Progressively responsible relevant work experience in Cold Chain and Supply management.
Experience in monitoring and supervision of installation, training in the use, and maintenance of cold chain equipment.
Developing country work experience and/or familiarity with emergencies is considered an asset.
Fluency in Spanish and working knowledge of English are required. Knowledge of another official UN language (Arabic, Chinese, French, Russian) or a local language is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
