How can you make a difference?

The Accountable for technical contribution to project design, planning, implementation, monitoring, evaluation and administration of Immunization programme/project activities. Coordinate with the Ministry of Health (MOH), WHO, GAVI and other stakeholders, providing support to the EPI-MoH to plan and implement routine immunization and COVID-19 vaccine roll out activities, including data analysis, programme support to improve equity and coverage of immunization services, monitoring the interventions and write progress reports. Collaborate with other sections in the office to ensure cross-sectoral support to improve immunization services. Contribute to enhancement of teamwork and capacity building in support of achievement of planned objectives of the workplans, aligned with country programme goals and strategy for immunization programme in Liberia.

Scope of Work:

Under the overall supervision of the Health Team lead, the immunization specialist will be accountable for the following key deliverables.

Manage multiple Immunization grants activities and budget.
Monitor and advance the implementation progress of all immunization grants such as GAVI -funded (PEF-TCA, COVID-19 Vaccine Delivery Support, COVAX TA), ACT-HAC, USAID, etc) and provide technical guidance and problem solutions to partners.
Produce immunization-related project documents and donor reports for multiple grants (USAID, GAVI, ACT-HAC) with disaggregated data and ensure that programme progress is made in line with project work plans.
Provide guidance and support to cold chain officer and supply unit to ensure that immunization-related supplies, equipment and warehousing support is progressing.
Closely work with UNICEF’s Social Behavior Change (SBC) team, the EPI-MoH and the MOE to increase access to Covid-19 vaccines through the school-based vaccination strategy.
Coordinate and lead the implementation of the “parenting of poorly performing counties (PPPC)” projects in Gbarpolu and River Cess counties ensuring increased access to immunization services for hard-to-reach zero-dose communities.
Participate in donor meetings and programme reviews and present the status of UNICEF’s immunization programme.
Support any other assignment requested by Supervisor.

School-based vaccination strategy is launched, and ensure all training materials, data collection tools and capacity building for health workers and Covid-19 vaccination services are being provided in at least 18 schools in three (3) counties (Montserrado, Bong and Grand Bassa). PPPC is implemented River Cess and Gbarpolu with noticeable improvements in coverage.
Lead development of concept note, plan and training materials for IIP training of health works (vaccinators and other HWs that will support Immunization services).
Contribute to the development of plans for outreach and PIRI and monitor their implementation.
Develop operational plan for USAID’s CN240 implementation.
Deliverable 1:

School-based vaccination report for 3 counties and River Cess and Gbarpolu implementation report for February and included in donor reports.
Review meeting conducted for phase 1 school-based vaccination
Monthly report for PPPC and school-based vaccination implementation
Concept note and training materials for IIP
Monthly and quarterly outreach and PIRI reports
Monthly reports on CN240 implementation

Gavi’s Full Portfolio Planning (FPP), Measles SIA, and EAF proposals are developed and submitted in time.
Development of National Immunization Strategy.
PEF-TCA activities are being implemented.
Contributions to the development of the NIS, UNICEF-GOL 2023/2024 Rolling Workplan, and the EPI operational plan.
Deliverable 2:

Gavi FPP application is submitted on time and feedbacks are addressed for final submission
Completion of NIS strategy development
Report to GAVI on the implementation of activities planned under GAVI PEF TCA: Service Delivery, Demand Generation and Community Engagement, Health Information Systems and Monitoring

To qualify as an advocate for every child you will have…

Education:

Advanced university degree, preferably in public health, health care system management, epidemiology, or other relevant disciplines.
Five (5) years of professional work experience at the national level in planning, programming, implementation monitoring, budget management and evaluation of health programmes.
Proven experience in working the area of immunization at the central level (nationwide).
Strong familiarity with GAVI’s funding schemes and conditionality.
Experience in managing GAVI-funded nationwide immunization programme.
Work Experience:

At least (5) years of experience in national public health programme management including at least three (3) years in immunization, with experience in the public and private sectors, preferably in the areas of:
Proposal development and grants management
Immunization program management
logistics management systems
Immunization Supply chain
Immunization equity assessments
Health systems strengthening
Assessing and measuring immunization supply chain performance
Experience interfacing with national ministries of health an advantage.
Technical Knowledge and Skills:
Language:

Fluency in English (written and verbal) is required. Knowledge of another official UN language is an asset.

 General Terms and Conditions of the Contract:

Under the consultancy agreements, payment is deliverable based as defined in the ToR with mix model of home based and in country activities.
All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
For international consultants outside the duty station, signed contracts must be sent by fax or email.
Unless authorized, UNICEF will buy the tickets for the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.
Consultant will be required to sign the health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
Mention is it as per the General Terms and Conditions of the Contract.
