BACKGROUND

Social and Behaviour Change (SBC) is a key component of UNICEF’s work and one of its change strategies. SBC’s focus on community engagement and social behavioral drivers that influence the lives of children are key to UNICEF results. The area is essential for long-term and sustainable social change and local ownership towards improving the well-being of children and adolescents, their families, and communities. Furthermore, Social and Behavior Change results are central to the SDGs, and to UNICEF’s work and mandate, having been elevated as such on UNICEF’s Strategic Plan cycle 2022-2025.

In each sector, UNICEF objectives revolve around the adoption of positive and protective practices for children. And across sectors, SBC pursues the transformation needed to make societies more inclusive, equitable and peaceful. All these changes are SBC results which contribute to achieving Human Rights for Children and their communities.

As part of this process, SBC developed a Data and Evidence Strategy to advance the SBC measurement agenda, strengthen institutional capacity and provide intellectual leadership in the field. Additionally, SBC supports the design and implementation of global sectoral initiatives like that of strengthening Vaccine Confidence, and the development of specialized M&E tools for interventions in different goal areas.

The key aspects of this repositioning require specific deliverables for specialized Monitoring and Evaluation technical services for Social and Behaviour Change; in particular, to results frameworks for children’s programming and programme implementation and design.

Purpose of Activity/Assignment:

The SBC Section in the Programme Group Leadership Team of the Programmes Group at UNICEF Headquarters is seeking an individual consultant to provide technical expertise to complete deliverables as related to:

1. Implementation of SBC Data and Evidence Strategy.

2. Monitoring activities for SBC components of UNICEF Demand Promotion Monitoring and Evaluation Framework.

3. Development of specialized M&E tools for SBC Support for Programme Goal Areas.

Scope of Work:

The work will entail the following areas of work, including the following deliverables:

PHASE 1 -2023

1. Design and development of M&E technical SBC Data and Evidence Generation Strategy products for Phase 1 implementation

Measurement Agenda Deliverables

Review and Operationalization framework of SBC M&E Indicators for SBC in Emergencies Framework
Review and Operationalization framework of SBC M&E Indicators for SBC Cross Sectorial Standard Indicators
SBC M&E Institutional Strengthening Deliverables

Implementation Note for SBC M&E for Country Office and Field Partners
Workshop training of 2023 SBC Results Framework
Monitoring analysis of 2023 SBC Results Framework

Documentation and technical assessment for three SBC M&E Study Cases from Phase 1 implementation

2. Development and implementation of monitoring tools for UNICEF Demand Promotion Monitoring and Evaluation Framework for Phase 1 Implementation

Draft and design of the standard reporting tool across Country Offices

Roll out and implementation of standard reporting tool

Uptake and mid-implementation report of Vaccine Confidence reporting tool

3. Consultation and Review of specialized Monitoring Frameworks tools for monitoring of SBC contributions for UNICEF programming across different sectors

Consultation and production of seven slide decks labelled ´Applied SBC Theory of Change and Key Indicators frameworks´ through the planning of a consultation process, design, and input for technical tools related to the following sectors:

SBC in Health
SBC in Education
SBC in Child Protection
SBC in Nutrition
SBC in Culture and Diversity
SBC and Immunization
SBC and Accountability for Affected Populations
PHASE 2 -2024

4. Reporting and closing out of UNICEF Demand Promotion Monitoring and Evaluation Framework

Draft and design of the standard reporting tool across Country Offices
Roll out and implementation of standard reporting tool
Result report of Vaccine Confidence reporting tool
Terms of Reference / Deliverables

Design, development, and consultation of selection of SBC Data and Evidence Generation Strategy products for Year 1 of implementation
Development and implementation of monitoring tools for UNICEF Demand Promotion Monitoring and Evaluation Framework for Phase 1 Implementation
Design, Consultation, and Review of specialized Monitoring Frameworks tools for monitoring of SBC contributions for UNICEF programming across different sectors
Reporting and closing out of UNICEF Demand Promotion Monitoring and Evaluation Framework
Qualifications

(1) Education

Master’s degree in social science, Behavioural Sciences, International or Public Affairs, Monitoring and Evaluation, or similar areas is required.
Oral and written proficiency in English is required.
2) Work experience

General Experience: 7+ years of experience in programme Monitoring and Evaluation
Thematic Experience: Prior experience leading Social and Behaviour Change Measurement Frameworks or Monitoring tools Development and Consultation Processes
Organizational Experience: Prior experience in providing M&E products and services for international organizations
Skills: Proven skills in Monitoring and Evaluation tools development for Social and Behaviour Change.
Technical Abilities: Proven ability to conceptualize, plan and execute monitoring ideas as well as ensure capacity building in the area.
Reporting: Strong writing skills.
Knowledge: Familiarity with key UNICEF SBC M&E Frameworks and Reporting Structures.
Requirements:

Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
Financial proposal that will include:
your daily/monthly rate (in US$) to undertake the terms of reference
travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
Any other estimated costs: visa, health insurance, and living costs as applicable.
Indicate your availability
Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
