BACKGROUND

Purpose of Activity/Assignment:

The Purpose of this is to seek professional, consultancy services to support with coordination, communication and advocacy efforts for community health and the Community Health Roadmap. This workstream is closely linked with the broader goals and objectives of the Community Health Roadmap (CHR) and contributes to UNICEF’s renewed vision for community health as part of the Executive Director’s top priorities. As such, the consultant will provide support to the CHR countries to expand the number of countries in the CHR, enhance the visibility of countries priorities via updating CHR profiles, develop communication and advocacy materials for resource mobilization, enhance communication and advocacy materials including the website, and support with donor and partner outreach and communication.

This assignment is from 30 July 2023 to 30 December 2023.

Scope of Work:

Background- The UNICEF-USAID collaboration at the Global Conference on Primary Health Care (PHC) in Astana saw the formalization of a grand collaboration on the operationalization of PHC at community level informed by the Institutionalizing Community Health Conference 2017 commitments and country action plans. Linked to this was the establishment of the Community Health Roadmap (CHR), a collaboration of UNICEF, USAID, along with other partners including Bill & Melinda Gates Foundation, CORE Group, Gavi-the Vaccine Alliance GSK, Global Financing Facility, Global Fund to Fight AIDS, Tuberculosis, and Malaria, USAID, President’s Malaria Initiative, UNAIDS, UNICEF, WHO and World Bank to support the mobilization of new resources and inform strategic investments to support national priorities for community health. This initial investment identified 15 priority countries and offered support to countries in identifying, prioritizing and in some instances costing investment priorities. A country profile was developed for 13 of the 15 priority countries and more recently, a Knowledge Hub established to feature resources, tools, guidance documents and data; these are featured on the Community Health Roadmap website: https://www.communityhealthroadmap.org/

In October 2021, UNICEF HQ-New York assumed management responsibility for the CHR partnership and is now the custodian of the CHR through its operational role as the CHR secretariat. The CHR secretariat works in close partnership with stakeholders and partners who have been and will be instrumental in the establishment, momentum, and demonstrable progress of the CHR. The CHR Core Team convenes twice monthly and includes a technical representative from each of the partner institutions. In addition, institutional leadership at Deputy Executive Director-Programs (DED-P) level, have been mobilized via the High Level Partners Meeting; principals convene twice yearly to review the progress of the CHR and accelerate and coordinate investment in community-based primary health care (CBPHC). The Core Team and High-Level Partnership are vital, highly valued members of the CHR platform.

Recently, CBPHC, inclusive of the community health workforce, has gained increased attention and the high-level commitment from UNICEF’s leadership including the Executive Director (ED) and Deputy Executive Director-Programs (DED-P). The CHR is a critical and much needed platform to operationalize these commitments, increase institutional and country level investments for CBPHC and to advocate, coordinate and convene investors and stakeholders for optimizing and aligning investments. In the coming year, there are robust plans to continue to expand and strengthen the CHR so that this can be a primary convening forum and global partnership platform for advancing community health and steering the CBPHC agenda. Central to this expansion, additional support is required to: enhance the visibility of countries priorities through revised and expanded CHR profiles and updated CHR website; engage countries in stock-taking dialogues to update its technical assistance needs and investment priorities; develop action plans and CHR profiles for new countries, elevate communication and advocacy for community health and the CHR, accelerate coordinated investment and mobilize resources for CBPHC, and foster learning and knowledge exchange among the countries.

TERMS OF REFERENCE OR WORK ASSIGNMENT:

Purpose: to seek professional consultancy services to support with global coordination, advocacy, and resource mobilization efforts for CBPHC. The consultant will assist with the expansion of the CHR including increased country engagement, enhanced visibility and expanded communication and advocacy for the CHR and community health and nutrition.

Objectives

To organize and assist with global coordination and advocacy efforts for high-level events (ie. UNGA, CHR High Level Partners Meeting) and liaise with global partners, stakeholders and donors on communication and advocacy matters related to community health
To support with country engagement through coordinating and organizing stock-taking dialogues and updating country profiles in close coordination and collaboration with the CHR Core team
To assist with the inclusion of new countries in the CHR
To support the CHR with communication, coordination, and stakeholder engagement in line with its expanded vision including the website redesign and knowledge Hub and other communication products (meeting reports, partner updates).
Terms of Reference / Deliverables/Deadlines

1. Developed briefing and advocacy materials for 2 High Level Partners Meetings, 1 UNGA, 2 investors dialogues in response to UNICEF’s Executive Director’s commitment to mobilize resources for community health. By 30 December 2023

2. 3 Regional webinars organized targeting community health focal points to share updates on the CHR with the aim of sustaining momentum for the CHR and community health, aligned to community health advocacy for UNGA convenings. By 30 September 2023

3. At least six updated country profiles based on stock-taking discussions and other relevant data in line with partners’ and country’s needs. By 30 October 2023

4. Advocacy and communications toolkit developed and finalized for the CHR and community health. By 30 August 2023

5. Three new profiles developed and finalized for countries that have joined the CHR; By 30 November 2023

6. Communication and advocacy plan operationalized and applied to the CHR website redesign; updated CHR Knowledge Hub; 5-6 updates disseminated on Yammer and other social media platforms. By 15 December 2023

7. Core team meeting minutes documented and circulated; report from High Level Partners Meeting finalized; Community Health Roadmap year-end report prepared and finalized; and 3-5 community health communication and resource mobilization briefing materials prepared for donors, prospective investors and institutional leadership. By 8 December 2023

Qualifications

(1) Education

Inter Disciplines, Master's Degree in Public Health, Communication, English, Journalism, International Affairs/Global Development, Political Science, Economics, Business Management,

(2) Work experience

6+ years of experience with high level (global and targeted at leadership) communications and advocacy; preferably at least 3 years of UN experience
Prior experience organizing and leading on communication for high level events with executive leadership and top government officials
Prior field experience working in global community health and primary health care and/or public health communications
(3) Competencies

Exceptional written and oral communication in English; superior listening skills and ability to synthesize and summarize information for high-level and technical communication
Demonstrated ability to work with partners and stakeholders including Ministries of Health
Strongly familiarly with subject matter and institutions represented
A positive, proactive, self-starter, and someone with strong diplomacy skills who can work well in teams as well as independently

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
