BACKGROUND

Purpose of Activity/Assignment:

The purpose of this consultancy is to coordinate humanitarian projects and initiatives to advance UNICEF’s efforts to engage young people in humanitarian and forcibly displaced contexts, especially through the implementation of a Dutch funded PROSPECTS program, which has generated resources from the Netherlands for UNICEF’s Adolescent and Youth team, and is a key donor partnership with multiple, time bound, reporting requirements (due to resources received through 3-4 different funding streams).

The consultant will facilitate activities for the Adolescent and Youth team to develop capacity of countries, partners, and youth networks on the team’s flagship resources in line with UNICEF’s Core Commitments, such as the IASC Youth Guidelines and the Youth Advocacy Guide (adapted to refugee and displacement contexts). The consultant will be asked to support implementation of a global partnership agreement between UNICEF and Women’s Refugee Commission and the Global Refugee Youth Network (GRYN), including trainings to young refugees as well as mentorship and coaching. The consultant will be asked to facilitate learning sessions, webinars and inter agency events, as well as develop briefs and reports on the Adolescents and Youth team’s results on the PROSPECTS partnership and other humanitarian initiatives.

Scope of Work:

Support the Adolescents and Youth team to coordinate and implement the Adolescent and Youth Team’s youth engagement efforts under the Dutch funded PROSPECTS partnership, as well as related activities in line with revised CCCs for ADOLESCENTS AND YOUTH TEAM.

Conduct trainings and learning sessions, especially on the roll out of the IASC Youth Guidelines.
Provide support to consolidate partner inputs for the team’s global goods and resources such as the Youth Advocacy Guide, for humanitarian and displaced contexts, including youth friendly materials.
Provide support to coordinate and support implementation of the workplan with UNICEF’s global partner (Women’s Refugee Commission and the Global Refugee Youth Network)
Develop materials, briefings, presentations and reports, as well as participate in UNICEF EMTs, Humanitarian WG mtgs, PROSPECTS related mtgs to develop briefs and action points.
Organize data collection and reporting on the PROSPECTS project interventions, including developing M&E tools and templates as needed.
Provide support to develop and prepare for advocacy efforts, donor and partner events for Adolescents and Youth team’s work on young people’s engagement in forcibly displaced contexts, including with the Youth Compact, IASC members, Global Refugee Youth Network and other partners.
Terms of Reference / Deliverables / Deadlines

Develop and support the implementation of a Youth Engagement & Meaningful Participation project for PROSPECTS 2.0 (global/regional/country level) in collaboration with UNHCR, ILO and NL MFA.
Organize/facilitate 20 trainings, learning and information sessions with the Youth Workstream Workshop with UNICEF, ILO, UNHCR, NL embassy focal points and young people to develop country specific action plans to incorporate young people’s engagement in MACPs for PROSPECTS 2.0.

Develop and manage 1 set of consolidated worksheets to coordinate and implement activities with UNICEF, UNHCR and ILO.

Deliver 10 advocacy sessions to be conducted with PROSPECTS partners ie. ILO, UNICEF, UNHCR and young people (HNPW. Global Refugee Forum. ECOSOC Youth Forum. Global Forum for Adolescents. RewirEd etc)

Prepare 1 report (including supporting M&E tools, collect data, conduct analysis to inform the report) for the Netherlands funded Opportunity Fund and PROSPECTS 2.0

Develop materials, briefings, proposals, presentations and reports, as well as participate in meetings, related to young people in humanitarian response.
Participate in and deliver 15 sessions conducted, with presentations and materials developed (trainings, proposals, webinars, learning events) on the IASC Youth Guidelines with IASC, Youth Compact partners, including for UNICEF staff and partners.

Develop 1 Trello board consisting of youth friendly materials (flyers, awareness-raising tip sheets, short presentations) with UNICEF’s PCA partner GRYN

Conduct capacity building and provide support to manage global partnership with the Global Refugee Youth Network
Capacity development sessions (approximately 30-40 sessions/events/trainings) with Global Refugee Youth Network (global PCA) including mentoring and coaching (sessions with young advocates, cascade trainings for local and refugee youth networks).

Develop 1 workplan and implement activities noted in the workplan for youth-led community action projects in PROSPECTS countries.

Participate in UNICEF humanitarian working group mtgs, emergency management team mtgs, PROSPECTS partnership meetings, to document actions and support to follow up for the Adolescents and Youth team.
Prepare approximately 20-25 one-page briefs and action points produced from UNICEF Humanitarian working group, emergency management team meetings, PROSPECTS mtgs with COs, partners

Qualifications

(1) Education

Masters in International relations, International Development, Humanitarian Affairs, Law, Social Sciences (Psychology, Social Work etc), Public Policy, Economic Affairs, Human Rights.
Knowledge on humanitarian and refugee policy frameworks and guidance documents, including Global Compact on Refugees, The Grand Bargain, SDGs, UNICEF CCCs, IASC Youth Guidelines, GBV, MHPSS and etc.
Familiar with the humanitarian architecture.
(2) Work experience

At least 7-10 years of relevant work experience in humanitarian, refugee contexts and youth programmes.
Experience in developing and implementing adolescent and youth programs in humanitarian and forced displacement contexts.
Experience in working with UNICEF, at global, regional or country level, an asset.
Demonstrated experience with global policy advocacy and supporting young people’s advocacy.
Familiar with relevant inter agency networks such as IASC, Youth Compact, Alliance for Child Protection in Humanitarian Action.
Experience in developing funding proposals, briefs and reports.
(3) Competencies

• Excellent interpersonal communication skills.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
