The Multilateral & Programme Country Partnerships (MPC) division supports fostering partnerships with national governments and development actors, including International Financial Institutions (IFIs), to strategically position WFP within the development sphere and mobilize new resources to achieve zero hunger and other related development priorities.

Within MPC, some partnerships officers focus on relationships with specific partners, while others focus on topic area clusters. This position supports the nutrition and human capital development topic cluster, which focuses on projects at the intersection of IFI/strategic partner engagement and nutrition/human capital development subjects.

One key ongoing project is the Cost of Food and Nutrition in Africa (COFAN) studies, a collaborative effort with the African Union Commission (AUC) which follows the successful implementation of the Cost of Hunger in Africa (COHA) studies in 23 countries since 2013. WFP and the AUC are working to expand the scope of the original studies to meet Africa’s changing food and nutrition landscape, and the methodology development for the new COFAN studies is well underway. In 2024-2025, WFP and the AUC will conduct pilot studies in preparation for the full COFAN rollout. The Junior Partnerships Officer will be responsible for managing this workstream under the supervision of Partnerships Officers and Senior Advisors.

Beyond managing the COFAN studies, this role will support both Partnerships Officers and Senior Advisors on a broad portfolio of ongoing and new projects within the nutrition and human capital development space. Potential projects and topics may include the South Africa Development Community Indigenous Foods Studies, local production of nutritious foods, climate impacts on food and nutrition, financing mechanisms for food and nutrition, and others. In addition to topic-area projects, the Junior Partnerships Officer may also support specific IFI partnerships as needed.
Manage the go-forward process for the COFAN studies pilot process. Task may include but are not limited to:

a. Convening multisectoral stakeholder groups

b. Engaging with country offices and national governments in pilot countries

c. Coordinating a financing roundtable event to secure funding for the COFAN

pilots

d. Drafting budgets, concept notes, timelines, ToRs and other relevant documents for the pilot studies

e. Supporting the refinement of COFAN study methodology

f. Managing timelines and progress-tracking for pilot implementation, including convening working groups, collecting updates, and disseminating reports

2. Support IFI resourcing and engagement with individual IFIs as needed, including the African Development Bank, the Islamic Development Bank, the Asian Development Bank, and others.

3. Support ad-hoc projects and engagements on financing for nutrition and human capital development, including funding facilities, research papers, UN reports, forums, project proposals, and others.

4. Support the development of WFP-internal knowledge products and resources on financing nutrition and human capital development, including collaborating with relevant departments on briefing notes, webinars, workshops, and other knowledge dissemination vehicles.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

4-year degree in international relations, business, economics, or other field with relevant work experience or demonstrated interest in international development topics
Experience:

A minimum of two years of professional experience, preferably in management consulting, international development, or analogous settings
Proven experience in multi-stakeholder engagement
Experience in multicultural/international settings a plus
Knowledge & Skills:

Strong writing skills, including communications, research papers, reports, summary briefs, etc.
Analytical and research skills, including the ability to efficiently process, digest, and organize large amounts of information
Interpersonal teamwork skills, including including cross-cultural engagement and cross-team relationship management
Strong prioritization and organization skills, including the ability to manage workload and tasks across many projects simultaneously
Excel-based modeling and data management skills
Advanced PowerPoint skills
Language:

Fluency (Level C) in English required
Proficiency in French or other UN languages a plus
