ABOUT WFP
As the largest humanitarian and development organization in Nigeria, WFP has been providing assistance to the most vulnerable communities in the Northeast since 2015. Aligning with its unique dual mandate, WFP’s food systems approach in northern Nigeria, “Out of Conflict into Solutions” is key to restoring and unlocking agricultural potential and reaching nutrition outcomes. Additionally, the approach guides Zero Hunger engagement in food system zones throughout Nigeria. This commitment has now extended to the Northwest as part of WFP’s Country Strategic Plan (CSP 2023-2027).
WFP's shift from a food aid agency to a food assistance investor is evident in its programs, contributing significantly to the local agricultural economy through various modalities such as food, e-voucher, and cash transfers. Under the CSP, the choice of transfer modality (cash, e-voucher, food) should be context specific and determined based on feasibility assessments considering market functionality, contribution to sustainable local production and food systems, beneficiary preference, security context, and retail capacity.

ORGANIZATIONAL CONTEXT
The Northeast area of Nigeria continues to have significant agricultural potential. However, conflict has led to abandonment of vast farmlands and farmers are unable to continue their livelihoods. Durable solutions for the Northeast area depend on restoring agricultural productivity and ensuring a dynamic food system.
The latest food insecurity analysis indicates that 33.1 million people in Nigeria will face serious (crisis and above) levels of food insecurity during the next lean season (June - August 2025), with the most acutely food insecure people being in the northeast and northwest of the country. The number of food insecure people has doubled since 2021 – highlighting the need for increased support to prevent crises from worsening. To demonstrate the Government commitment on food security, the Nigerian President declared a state of emergency on food insecurity in July 2023, emphasizing the urgent need to address food availability and affordability. The Government is also committed to providing durable solutions to the humanitarian challenges in the country, including priority for on-farm employment, and the growth of the agricultural economy. Key ministries like the Ministry of Agriculture and the Ministry of Humanitarian Affairs and Poverty Alleviation have emphasized the need for investment in homegrown agricultural solutions to address hunger challenges.

Given WFP’s approach of ensuring alignment of its Strategy with those of the government, UN, and global policies, it (WFP) plans to undertake a study to measure the extent to which the three cash transfer modalities (cash, e-voucher, and food transfers) can contribute to agricultural and social protection solutions, while considering progress, constraints, observations, and unintended consequences. The goal is to enhance the effectiveness of these modalities for greater long-term impact. This study will provide the missing data & insights on the impact of WFP transfer modalities on food systems and durable solutions, and their strengths and weaknesses including production, market linkages, food availability and access, consumption, and nutrition.
For the unfolding food system influence index, WFP Nigeria seeks to engage a consultant on WAE terms for up to 90 days beginning no later than 07th April 2025 with NTE of 28th July 2025.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
The main objective of the consultancy would be to lead the development, testing, validation, and application of a proposed Food System Influence Index (FSII) for assessing the food system level influence of alternative food assistance modalities in northern Nigeria. The consultant would work closely with the RAM team and senior NGCO team members, with a reporting line to the Country Director designate.

▪ Implement recommendations from previous Food System Influence Index (FSII) memo to generate comprehensive analysis/feedback on concrete measures to be incorporated into the final FSII study.
▪ Conduct field mission to northwestern Nigeria for practical deployment of the FSII tool and to conduct a comprehensive analysis to explore its applicability and computation in a new operational context.
▪ Develop a practical step-by-step guide for the implementation of the FSII for use by NGCO and the wider WFP team to ensure that it is adopted, properly handed over, and can be used in future applications.
▪ Lead a one-day workshop with internal stakeholders to disseminate information, create awareness and receive additional feedback on the FSII as well as hand over the tool for integration into the standard transfer modality and mechanism selection.
▪ Lead a one-day workshop with external stakeholders to share the novel approach with a wider audience and explore the possibility of institutionalizing the approach and applying it to other WFP country office operations.
▪ Conduct a debriefing session with the CD and other NGCO team members to provide a summary of the key accomplishments resulting from the field application of the tool, the prospects for its replication in other operational context and the way forward.
▪ Share all technical guidance notes and manuals pertaining to implementation of the FSII and its integration with the wider transfer modality and mechanism selection process.

DELIVERABLES:
The consultant or research team eventually hired for this study will be expected to produce the following deliverables:
1. Practical application of the FSII in NW Nigeria.

2. Final report on the FSII for internal and external audiences.
3. Practical technical guidance notes/handbook on the FSII
4. Communication, Dissemination, and Handover:

QUALIFICATIONS & EXPERIENCE REQUIRED:

• Advanced University degree in Economics, International Development, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or advanced training/courses.

• Minimum of 5 years of relevant experience.
• Led strategy planning and operations within a large and complex country or equivalent environment.
• Gained broadening experiences through various roles.
• Has gained significant experience in management of a number of large-scale, diverse and complex programmes in diverse emergency and developmental contexts.
• Has led in managing the finances and other support services of an office or Division.
• Has significant experience in developing and implementing internal controls and exercising delegation of authority in a variety of contexts.
• Has gained significant people leadership and management experience, effectively uniting large and diverse multi-national and multi-discipline teams by delivering on country workforce plans.
• Has led significant and complex negotiations with donors/ government officials, partners, media outlets, etc. on a diverse range of issues.
• Has led in giving media statements and leading news briefings to ensure appropriate representation of WFP externally in high profile situations of acute sensitivity.
• Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language)
