Job Purpose
Reporting to the Regional Head, PMER and Quality Assurance, this position will lead Performance Management systems, protocols and tools for the ECHO PPP in Africa supporting all Africa National Societies and partner NationalSocieties (EUNS) implementing the program. The position will lead all processes of gathering, validating, and analyzing performance information to inform decision-making and drive performance and quality-driven culture. The job holder will act as IFRC’s focal point for the PPP in the Africa Region in coordination with the lead ECHO PMER based in Geneva and Africa Country Cluster Delegations’, Finance focal persons as well as coordinating relationships with ECHO PPP Grant Manager in Nairobi, and Host National Society, and relevant Partner National Society EUNSs. Additionally, the position will lead the capacity development for PMER and QA team to be able to use data efficiently
Job Duties and Responsibilities
Performance Management:
Provide technical guidance and oversight to IFRC personnel in implementing PMER and QA for ECHO PPP and other programs as needed
Set up performance monitoring and management systems at Country, Delegation and Regional levels.
Develop programmatic/department-specific performance indicators, scorecards and dashboards and work with relevant colleagues to identify methods to collect and analyze such indicators.
Develop and maintain a process for gathering, validating, and analyzing performance information relating to ECHO PPP, regional KPIs and other programs and operations.
Identify performance gaps and escalate with the relevant teams with clarification of the implications of the gaps.
Monitor grant compliance to identify potential risks (e.g. non-compliance/low implementation) and suggest mitigating measures.
Lead routine data quality assessments and monitoring visits to ensure program adherence to IFRC PMER standards and tools.
Contribute to the development of policies, procedures, protocols and best practices for performance management
Lead on developing performance and quality-driven culture through effective leadership, a clear illustration of evidence, producing high-quality reports dashboards and performance briefs.
Analysis
Drive the required analysis and related process for making recommendations for new or improving performance opportunities.
Provide detailed performance progress and analysis for programs and operations at an established frequency
Provide informative and relevant analysis to enable senior managers to have a detailed understanding of the effectiveness of programs, potential risks and potential lines of inquiry that require further review
Oversee the development and maintenance of protocols, and guidelines around data-related processes; including survey design, data flow, data collection, data storage, data management, data sharing and analysis.
Support the regional office, delegation and National Society to develop dashboards to inform decision making
Support National Societies to develop and improve e-data collection, analysis and use of derived analysis.
Capacity Development
Identifying PMER, data and related training needs for IFRC and National Society staff and ensuring they are trained to conduct their responsibilities effectively and efficiently
Develop training package(s) in e-data, data management, analysis, visualization, and its use
Play a leading role in coaching and developing PMER and QA team skills in using data
Other
Support in reviewing internal and external reports and ensure they meet the audience expectation and IFRC standards
Provide technical support in annual planning to ensure countries have annual plans aligned to IFRC Strategy 2030, Agenda for renewal and regional plans.
Education
University degree, or equivalent, in relevant disciplines (Monitoring and Evaluation, Mathematics, Statistics, Economics, or relevant quantitative fields ). Required
Post-graduate qualification in performance management, Data Analytics or Monitoring and Evaluation. Preferred
Relevant professional training or relevant experience in monitoring, performance-based management, planning or evaluation.
Required
Experience
At least 5 years of working experience in the relevant profession, and 3+ years in conducting analysis and visualization. Required
Proven experience in conducting data analysis using tools such as Excel, Stata, R, SPSS etc), visualization (using Power-BI, Tableau, Excel, etc) and Mapping (using ArcGIS or QGIS) . Required
Demonstrated ability to manage, track and report on program and organizational performance data. Required
Ability to analyze data and create clear, compelling visuals, dashboard and reports. Required
Program management experience or exposure preferred. Required
At least 3 years working experience in the humanitarian or development sector. Preferred
Management and supervisory experience in a multicultural environment. Required
Experience in coordinating with the authorities and other humanitarian/development actors. Preferred
Knowledge, Skills and Language
Ability to create clear, compelling visuals and reports. Required
Self-supporting in computers (Email, Internet, spreadsheets, word-processing, etc.) . Required
Demonstrated capacity for analytical and strategic thinking. Required

Good understanding/practice of planning, monitoring, evaluation and reporting issues. Required

Good command of another IFRC official language (French, Spanish or Arabic) . Preferred
