Scope of Work

TITLE: Country Director | Benin | 2024
PROJECT: Global Health Supply Chain – Technical Assistance, Francophone Task Order
(USAID GHSC-TA Francophone TO)  
LOCATION: Cotonou, Benin

The Country Director will report directly to the USAID GHSC-TA Francophone TO Technical Director based in the United States. The Country Director is responsible for providing overall strategic direction and leadership for the USAID GHSC-TA Francophone TO in Benin. The Country Director will manage the development and implementation of technical strategies and work plans; monitor programmatic, financial, and administrative performance; promote program visibility through sharing and dissemination of results and best practices; supervise the administration of standard project operating and financial procedures; manage short and long-term staff; and maintain effective communication with the client, the home office, the public and private sectors, and other donors, cooperating agencies, and critical stakeholders. 

Principal Duties and Responsibilities:
• Directly supervise Francophone TO Benin program technical team and operations and finance manager. 
• Maintain strong and positive working relationships with clients, partners, and key stakeholders, including USAID and local governments. 
• Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Benin Ministry of Health, and other stakeholders. 
• Strategically identify capacity gaps and arrange for appropriate training. 
• Ensure appropriate management methodologies to plan, organize, and control resources to achieve goals. 
• Develop, update, and implement a performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures. 
• Oversee regular data collection and reporting and lead regular reviews of performance to identify issues and drive evidence-based interventions. 
• Regularly assess risk and develop and implement risk mitigation strategies, especially for procurement and logistics services.  
• Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national supply chain systems. 
• Strategically balance and coordinate input and priorities from USAID/Washington, USAID/WARO, and USAID/Benin. 
• Regularly report results to USAID, the Ministry of Health, other funders, and the home office. Ensure timely submission of all deliverables. 
• Promote the use of scientific forums and appropriate media to communicate program results and best practices. 
• Contribute to quarterly and annual reports for the project and respond to feedback received from the technical team based in Washington, DC, and the client.  
• Other related tasks and objectives as designated by the GHSC-TA Francophone TO Technical Director. 

Required Skills and Qualifications 
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties: 

• Advanced degree in health or management-related discipline. 
• Minimum ten years of experience in public health program management, pharmaceuticals, medical supplies, and/or supply chain management systems. 
• Knowledge of reporting requirements, goals, and priorities of key USG initiatives including but not limited to PEPFAR, President’s Malaria Initiative, FP2020.  
• Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country context. 
• Previous experience implementing supply chain and/or health programs in West Africa. 
• Skilled in leading and managing high-performing teams. 
• Demonstrated ability to work with cooperating partners in implementing complex programs. 
• Excellent interpersonal, written, and oral communication skills; proven diplomatic and public relations skills. 
• Fluency in French required. Fluency in English is preferred. 

Level of Effort and Location 
This long-term position will be based in Cotonou, Benin. 

Supervision 
The Country Director will report directly to the USAID GHSC-TA Francophone TO Technical Director, based in Washington, DC.
