KEY AREAS OF ACCOUNTABILITY

Advocacy:

Lead the processes of developing advocacy strategies and plans for the Country programme.
Provide technical support in identifying key programme sector/theme-specific policy and practice related advocacy issues, develop specific advocacy plans for change, implement and monitor the impact of those changes in improving the lives of children.
Undertake critical analysis of the situation of children based on thorough context (local, national and global) assessments and identify major advocacy issue(s) Save the Children needs to embark on or address with or without other stakeholders to ensure the fulfillment, respect, and protection of children’s rights in Sudan.
Through the application of thorough stakeholder analysis techniques, map out the works, interests, and plans of other stakeholders with respect to identified areas of advocacy.
Play a lead role in establishing or strengthening partnerships with relevant stakeholders in strategic areas of interest for Save the Children objectives.
Provide leadership in linking local, national, regional, and global advocacy efforts in the Save the Children International network as the context allows. Specifically, the role will be critical in raising the voices of children during important advocacy moments (UNGA, WHS, WHA, and Day of the African Child, amongst others).
Lead the process of planning and implementing processes related to documenting lessons learnt and good practices from Save the Children’s programmes.
Represent the Country Office in various advocacy forums.
Child Rights Governance:

Actively involves in CRG strategic development, programmatic design, and quality implementation of the CRG program, including development of strategic plans and supporting a portfolio of projects, research and initiatives required to achieve of strategic objectives.
Engages in CRG annual operational planning based on the strategic plan and regular internal program planning and review meetings and provides inputs to quarterly and annual reports.
Organizes and keeps proper documentation of data and information on Child Rights Governance as per the strategy and multiple projects.
Develop innovative and technically sound project ideas and projects that can help the country office effectively achieve its CRG strategic objectives.
Facilitate integration of key CRG strategies in Save the Children’s thematic sectors, CSO and government partners.
Develop compelling CRG programme and business cases wherever needed through analytical assessment of existing programme experiences, donor and the CO’s priorities in the sector.
Provide high quality technical inputs in designing new project proposals.
Systematically gather information and needs from beneficiaries and stakeholders in the field to input for the development of sound technical proposals.
Initiates and facilitates improvements on CRG approaches and strategies within the CRG strategy.
Actively involves in conducting project baselines, midterm reviews/evaluations, and ensure key issues/ recommendations identified are used to improve the current and future programme development.
Develop guidelines and manuals that can be used both by Save the Children thematic sectors and partners to improve program delivery.
Develop and share information and inputs on CRG issues to be used for Save the Children
information and communication materials.
Monitor and report on the implementation of CRG activities with PDQ, members, and donors.
Oversee all other relevant CRG activities as required.
Communication:

Develop a communications strategy, guidelines and plan for the country office.
Lead the development and presentation of contents in articles, stories, photos, messaging, fact sheets and multimedia for Save the Children’s key audience – internally and externally.
Lead in the development of a communications calendar capturing priorities of actions and products for the country office.
Ensure the branding and communications guidelines of Save the Children are consistent across the country office and field offices.
Supervise on information and communication flows between emergency responses and a variety of internal and external stakeholders
Lead on developing and implementing effective ways of communicating lessons learnt, good practices, evidences of changes and use them to influence policy and practice changes with various stakeholders including communities, partners, donors etc.
Oversee the production of compelling photo stories, case studies, audio-visual materials from the field to highlight Save the Children’s work, including commissioning of photography and film when required in line with Save the Children International policies and procedures
Facilitate the processes of planning, organising and undertaking issue-based or programme/sector
specific advocacy events, meetings, conferences, workshops etc. together with relevant programme team
Lead the implementation of the national RCCE strategy and CO RCCE plan.
Lead the capacity-building of field teams staff to understand RCCE.
Support the development of RCCE indicators and narrative at proposal development stage.
Lead efforts on social listening, rumor management and preferred channels of communication by identifying platforms to listen to and set criteria for that listening, while identifying mechanisms for reporting and addressing rumors.
Provide support for operation teams for in the implementation of the RCCE activities and leverage RCCE strategy so they are able to mobilize partners and communities around positive behavioral change.
Media:

Lead all engagement with media and press, and act as the media focal point for queries internally and externally.
Develop a startegies/guidelines to guide the engagement of the country office with the media.
Identify media issues, prepare media messages, talking points, Q&A’s, assess appropriate media for communicating those messages and facilitate the process of disseminating/communicating those messages after securing the approval of the Country Director.
Track and monitor interviews and media coverage in Sudan.
As appropriate establish proactive and beneficial relationship with media outlets that can help engage Save the Children in advancing children’s rights.
Oversee the development of social media strategies, and manage content on the social media platforms for Sudan.
Under the guidance of the Country Director, serve as a spokesperson to the media on issues with various media outlets, including television, radio, print and social media outlets.


Capacity building:

Identify advocacy and communications capacity gaps at the Country Office and its partners
Build staff capacity at all levels to ensure they are effective ambassadors for Save the Children’s work in Sudan
Ensure communications and media is mainstreamed in all programmes.
Develop and implement a general advocacy capacity building plan with particular focus on identifying, planning and implementing advocacy initiatives alongside methods and skills of documenting and communicating lessons learnt and good practices.

QUALIFICATIONS & EXPERIENCE:

Bachelor’s degree in social science, development, journalism.
Masters or post graduate degree in human right/communications and media will be an added advantage.
At least 7-10 years of experience in undertaking policy, advocacy, media and communication initiatives in humanitarian and development contexts
Proven experience in analysing the situation of children using the child rights programming/ principles framework
Proven track record of policy influencing with partners, government and civil societies/key stakeholders
Demonstrated ability to think strategically, to analyze complex information and offer creative, practical and effective solutions
Excellent influencing and negotiation skills, including an ability to deal with people at all levels with credibility, tact, and diplomacy
Excellent written and verbal communications skills, and an ability to produce good quality documents, information for a variety of audiences and communicate good practices
Experience in policy and practice analysis and implementing strategic advocacy initiatives aimed at bringing changes in these areas.
Strong inter-organisational skill such as networking, negotiation and communication.
Willing and able to travel time to field offices to support field teams, as security permits
Strong computer skills to produce advocacy documents and document and communicate good practices.
Fluency in Arabic
High level of fluency in English, both verbal and written, required.

She/he at times may be required to work during unusual hours and under stressful and insecure environments.

CHILD SAFEGUARDING

Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people.

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.
