TEAM/PROGRAMME:
LOCATION: Burkina Faso

GRADE: Tier 4

CONTRACT LENGTH: 1 year with possibility of extension

CHILD SAFEGUARDING: Level 1: the post holder will not have contact with children and/or young people neither access to child and youth personal data during the course of his work.

ROLE PURPOSE:
The Humanitarian INGO Forum in Burkina Faso (FONGIH) is a network of around 50 international NGOs who are working to address the humanitarian needs of vulnerable individuals, families and communities throughout Burkina Faso. It provides a platform for members to efficiently and effectively address key issues of common interest, identify strategic issues of concern, advocate for common positions with a unified and consistent voice, collectively engage with external stakeholders, and share information.

FONGIH has been in existence for 2 years now and is structured by a charter and TOR. It has an executive committee and thematic working groups.

Humanitarian INGOS in Burkina Faso have been confronted with a rapid deterioration of the humanitarian context, and in particular unprecedented challenges to reach the people in need. The security and humanitarian situation in Burkina Faso is now a protracted crisis, that has also exacerbated a political and insitutionnal crisis, leading to a military coup in January 2022.

The role and leadership of FONGIH needs to be reinforced, in order to tackle the challenges of the need for principled humanitarian action in Burkina Faso.

The INGO Forum is expected to be reinforced through a full-time dedicated Director, hosted by Save the Children through ECHO funding.

SCOPE OF ROLE:
Reports to: the Steering Committee of the INGO Forum and the Country Director of SCI for administrative and contractual elements.

Working collaboration : Country directors/representatices of INGOs, Advocacy leads of INGO members, OCHA, HCT, other humanitarian actors including local NGO’s, the government, donors.

Budget Responsibilities: The budget of the INGO Forum (mechanisms for funding the Forum in the long term are still being explored)

Description of work
The Director of the Humanitarian INGO Forum in Burkina Faso is responsible for ensuring the Forum is a well-run, inclusive INGO network that is pro-actively engaging with the wider humanitarian community on key issues of common concern. The Director maintains the INGO Forum’s reputation as a credible and leading actor in the Burkina Faso crisis response, by providing high-level strategic and policy support to the Burkina Faso Steering Committee and ensuring strong INGO representation in the Humanitarian Country Team and other response leadership bodies, as well as with the Government of Burkina Faso, UN, donors, diplomats, national civil society, and other external stakeholders as required.

S/he is responsible for leading the INGO Forum, as well as coordinating the the INGO Forum advocacy working group for improving our humanitarian action efficiency, to enhance engagement of NGOs throughout response planning and coordination mechanisms.

S/He will report to the Steering Committee and administratively to the Country Director of Save the Children.

Duties and Responsibilities
Monitor adherence to the Governance Framework of the FONGIH in Burkina Faso under the strategic guidance of the executive comittee

Strategically lead the plenary sessions ane working group of the Forum.

Lead in enabling the effective development of advocacy initiatives, by leading and monitoring the effective implementation of the advocacy strategy developed by the advocacy working group.

Lead the advocacy working group of the INGO Forum to update and implement the advocacy strategy for the INGO Forum and monitor actions

Develop a financial and funding strategy to sustain the FONGIH through propositions to donors and member contribution system.

Closely follow key issues in the planning and implementation of the response in Burkina Faso, provide analysis and briefings for the INGO Forum members, and consolidate member feedback, inputs and concerns for external representation and communication.

Spearhead efforts to track NGO operational constraints, and work with members develop strategies to address common operational challenges.

Together with elected members of the INGO Forum, represents the Forum in key strategic and leadership bodies (e.g. HCT, access working group) and with external stakeholders; represent the INGO Forum in the inter-sector, relevant sector working groups, and with other NGO networks in the region and globally.

Act as a focal point for the INGO Forum and represent the Forum externally at a senior leadership level. Ensure that the Forum’s position on specific issues and interests are well represented at relevant platforms and meetings. As much as possible, promote the presence of the Forum’s members themselves.

Act as liaison and represent the Forum with local, national and global NGO fora (ICVA, Interaction).

Develop and maintain excellent working relationships with INGOs members and key external stakeholders (e.g. local NGOs, UN agencies, Ministries, donors/diplomats).

Oversee smooth operation of regular plenary meetings, sub-group meetings, communications, training, and information circulation.

QUALIFICATIONS AND EXPERIENCE
To be successful in this role you must have excellent diplomatic and relationship-building skills, a solid understanding of humanitarian coordination systems, experience managing NGO programs, significant experience with humanitarian and/or NGO coordination, and strong advocacy and policy analysis skills.

Significant prior experience with humanitarian and/or NGO coordination. Previous experience with directly coordinating NGO networks or leading an INGO strongly preferred.

Experience in representation within HCTs, ISCGs, and other IASC coordination mechanisms, as well as with governments, donors, national civil society, and UN agencies. Knowledge and understanding of the UN system, humanitarian coordination architecture, and humanitarian principles essential.

Experience developing or managing humanitarian policy analysis and advocacy.

Diplomatic and inter-personal skills, ability to build positive relationships in a multi-cultural, multi-organizational context.

Ability to work in a dynamic environment and be adaptive to change.

Ability to think strategically and critically and beyond the local / country context.

Strong ability to work independently.

EXPERIENCE AND SKILLS

Required qualifications
Master’s degree in humanitarian affairs, development studies, public policy, international relations, or a related field (or equivalent professional experience)

7 years’ experience in humanitarian programming with at least 2 years’ experience in country program senior management (e.g., country director/head of mission, deputy director/head of programs, chief of party, senior program coordinator, etc.)

Excellent advocacy skills (strategy setting, advocacy notes elaboration…)

Excellent strategic and analytical skills, including ability to synthesize and effectively communicate complex issues

Fluency in FRENCH (mandatory) and English proficient level is required.

Desirable qualifications
Strong leadership and management skills, including staff management, partner management, and financial management

Excellent written and oral communication skills in French and English. Editorial and presentation abilities highly valued.

Experience working in Burkina Faso or the Sahel preferred

Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
