Organizational Setting
FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors and to respond to cries. FAO in collaboration with the Government of Malawi and with support of multiple development partners is implementing a wide range of activities to improve livelihoods of small-scale farmers as well as assisting a more inclusive and sustainable development in the country. FAO Malawi is currently supporting the Government to strengthen community-based resilience in vulnerable rural areas, facilitate a more sustainable management of natural resources and supporting nutrition-sensitive agriculture. Likewise, FAO provides and mobilizes technical assistance required by the country in areas related with agriculture production, agriculture economics and other areas relevant.

Reporting Lines
The District Coordinator will be under the overall supervision of the FAO Representative, and the technical supervision of the Deputy FAOR and the Head, Coordination Section.

Technical Focus:
The District Coordinator will be the overall focal person for FAO’s work at the district level. Carrying out managerial, programmatic, coordination and administrative responsibilities on behalf of the Organization’s management. The District Coordinator will interact extensively with all colleagues within the Section and extensively with stakeholders such as the District Council Members, District Agriculture Development Officers, District Nutrition Coordination Committee (DNCC) members, District Agriculture Extension Coordination Committee, Agriculture/ Health District Staff and Extension Officers/Frontline Workers, Community members, Non-Government Organizations (NGOs) and Community-Based Organizations in each of the districts selected. The District Coordinator will be responsible to backstop the different FAO activities taking place within the district, facilitating a coordinated relation with Government authorities, relevant stakeholders and communities. The District Coordinator will also be responsible for facilitating technical engagements required by different projects implemented in the district and ensure that all activities planned in the different projects and programmes implemented by FAO are coherent and addressing community’ needs as well as supporting the Government of Malawi policies, plans and strategies. Likewise, the District Coordinator will be accountable for the management of assets facilitated for the implementation of the project activities as well as support management of FAO staff deployed in the district.

Tasks and responsibilities

The incumbent will more specifically:
Lead specific technical work under his/her responsibility and lead or coordinate FAO’s other field obligations/initiatives;
Be responsible for the day-to-day management of the FAO projects in the respective Field Office. Specifically, he/she coordinates the planning, implementation and supervision of activities to ensure efficient provision of both administrative and technical support services at district level;
Foster strategic coherence of FAO’s interventions and services at district;
Represent FAO in ALL fora at district level within the mandate of the Organization e.g. Food Security, Climate/DRR/Resilience, statistics, extension, nutrition etc. and provide feedback to FAO Country Management in Lilongwe.
Actively participate in all initiatives together with the district technical personnel (where available).
Proactively create awareness amongst district stakeholders on FAO’s strategic priorities (CPF), programmes and other relevant FAO interests (in relation to the SDG, UNSDCF, MGDS, NAIP).
Provide on-the-job support to government counterparts, particularly to DNCC, District Health Office (DHO) and District Agriculture Development Office (DADO) staff;
Ensure sound dissemination and programmatic use of project-related information harnessing the tools provided by FAO Malawi for such purpose as infograms, dashboards, fact-sheets, bulletins, etc.
Facilitate the exchange of information between Agriculture SMS, Agriculture Extension, Nutrition Extension Government teams at district level and with other implementing partners as well;
Produce monthly, quarterly and annual reports as per FAO requirements;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
Advanced University Degree in Agricultural Economics, Agriculture (including forestry and fisheries), Veterinary Sciences/Animal Production, Human Nutrition; Natural Resources Management or related fields.
At least 7 years of work experience in development, management and monitoring of projects and programmes in agriculture, food security, nutrition-sensitive agriculture and/or rural development;
Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages.
National of Malawi.

Technical/Functional Skills
Extent and relevance of experience in programme management;
Extent and relevance of experience and innovativeness in the field of policy and practice in community level (with emphasis in Agriculture Production, Natural Resource Management, Nutrition-Sensitive Agriculture, Livestock, etc);
Good knowledge of Government systems, NGOs and the UN will be an asset
Capacity in effective relationship and partnership building;

Experience in managing complex projects involving many partners is an asset;
Proven ability to work as a member of a team with diverse backgrounds;
Ability to pay attention to detail;
Computer literacy, especially using standard and analytical software and other information, communication and technology equipment.
Ability to be multi-tasked and to handle large volumes of work in an effective and timely manner.
Excellent oral and written communication skills.
