The Democratic Republic of the Congo (DRC) has been experiencing a protracted crisis lasting nearly three decades, compounded by climate shocks and recurrent health outbreaks. Since early 2022, the situation has deteriorated drastically, especially in the two eastern provinces (Ituri and North Kivu) with spill over into a third (South Kivu), where armed conflicts and inter-communal clashes have caused unprecedented levels of humanitarian need. As a result, DRC now hosts over 6.3M IDPs, the highest caseload in Africa. Over 94% of displacements are due to armed attacks and clashes; as such over 6.1M IDPs (97%) are living in the eastern conflict-affected provinces alone, which is 17% higher than in October 2022. DRC also hosts over half a million refugees. The protracted displacements have exacerbated food insecurity. This year, the number of people acutely food insecure (IPC3+) has reached a new high of 26.4M people (25% of DRC’s population), a 35% increase compared to early 2021, making DRC the country with the largest number of food insecure people in the world.

How can you make a difference?
Under the direct guidance of the Chief of Emergency, in collaboration and coordination the Emergency Manager in Goma as well as the Chief of Field Operations and Chiefs of Field Offices, the Humanitarian Access Specialist will support emergency planning and response, including the contextualized development and operationalization of the UNICEF DRC Access strategy. The post will be outposted to Bunia Field Office and includes direct support to implementation of humanitarian response, with frequent field travel to other field offices, with priority given to those in the eastern part of the country where there are the most access constraints and need for support.
This is a unique and significant job opportunity for a qualified, motivated, and committed person to contribute to the overall achievement of transformative results for children by delivering on the following key responsibility areas, but not limited to:
Provide inhouse technical assistance, strategic and operational support on Humanitarian Access, including supporting internal planning, coordination and capacity building
Serve as in-house CO expert on humanitarian access policy, guidance, tools, and other resources at UNICEF.
Ensure and guide coordinated processes, approaches and activities related to humanitarian access analysis, planning, and implementation.
Analysis and Information Management
Ensure provision and availability of necessary access related analysis (e.g. SitAN, SWOT, Actor Profiles, etc.).
Serve as the temporary focal point or link with FOs, RO, HQ, and inter-agency partners (e.g. AWG) on humanitarian access analysis.
Provide support to and coordinate work with inter-agency Access teams in DRC
Serve as focal point externally for UNICEF on Access Working Groups (AWGs) or other external platforms of relevance to humanitarian access.
Participate in inter-agency efforts on humanitarian civil-military coordination and serve as temporary internal Civil-Military Liaison focal point until a CO/FO staff nomination.
Engage in negotiation with Non-state actors with regard to access and coordination of work
Regularly support field needs assessments, in support of Field Offices and in coordination with inter-agency coordination mechanisms.
Ensure relationship between UNICEF and Non-state actors continues to grow effectively, desensitize conflict situations, remove access barriers through active communication and efficient coordination with other UNICEF access focal points.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in International Relations, Social Sciences, Public Administration, or other relevant fields related to the work of UNICEF.
A minimum of eight (8) years of relevant professional experience at international level in the field of humanitarian assistance and protection, of which at least five (5) years at the field level in humanitarian settings, especially complex and high threat environments.
Demonstrated and progressive knowledge, skills, and experience on humanitarian access and related technical competencies, including conflict analysis and actor mapping; humanitarian negotiations; engagement with State and non-State parties to conflict; humanitarian civil-military coordination; humanitarian access planning, strategy development, and implementation; capacity building/training on humanitarian access; or other access relevant topics.
Prior field experience in UNICEF, a UN humanitarian agency or similar humanitarian organization is an advantage
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in French and English required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language in DRC is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. Eligible UNICEF International Professional (IP) Staff Members on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
