The Office of the Chief Economist of the Middle East & North Africa Region provides guidance on strategic priorities and technical quality of economic analysis in the region. It aims to bring the best possible knowledge to bear on the problems of development in the MENA Region including through advising on country and sectoral strategies, quality enhancement of economic justification and analysis in adjustment and investment lending and developing and disseminating regional flagship reports. The office also serves as principal regional spokesperson inside and outside the Bank on strategic and economic issues facing the region.
The candidate will report to the Deputy Chief Economist and the Chief Economist.
Roles and Responsibilities
Candidate will be expected to support three key ongoing activities of MNACE: (1) Organization of annual conferences on Development Economics in MENA under the aegis of the Regional Research Network conformed by the research departments of 15 Central Banks of MENA; (2) lead fund raising efforts to support the World Bank’s MENA Gender Innovation Lab as well as provide analytical guidance to potential grant recipients to conduct causal analyses of what works and what does not work for reducing gender-related socio-economic gaps in MENA; and (3) support MNACE activities aiming to support governments’ efforts to setup research organizations and/or data transparency initiatives. Establish cordial and collaborative relationships with MNA MTI/EFI staff, including Practice Managers, Program Leaders, and Country Economists. Candidate will be expected to publish 1-2 academic working papers per fiscal year and maintain an active pipeline of research articles submitted to refereed academic journals. Periodic publications in journals is desirable in the field of International Economics. These research products are expected to be related to themes developed in MNACE sponsored Flagship reports, semi-annual economic updates, or other regional studies. Contribute to MNACE’s macroeconomic monitoring of MENA economies.Active participation in quality enhancement services on behalf of MNACE and MNAVP, including reviews of important operations where macroeconomic frameworks are important, such as DPFs.Active participation in quality enhancement services on behalf of MNACE and MNAVP on major global WBG products, such as the GEP, WDR, research reports from DECRG.Periodic contributions and research support to presentations, speeches, strategic operational presentations, blogs, editorials, and other communications products at the request of MNACE on issues related to international trade and macroeconomics.
Selection Criteria
PhD in Economics or related fields, including public policy and statistics, is required unless all the following criteria are met by a candidate with a master’s degree in economics or a related field. At least 8 years of relevant work experience in the field of international economics, as well as experience in setting up research programs in major academic institutions or government agencies. Record of quality research in the form of anonymously refereed articles published in professional journals in the field of international macroeconomics.Demonstrated successful experience in leading complex analytical tasks, including flagship reports, macro monitoring publication (such as regional economic updates). Two letters of reference, at least one from DECRG staff or academia.Fluency in STATA and knowledge of various econometric tools, including but not limited to dynamic panel data econometrics, empirical structural modeling, or other similar tools. Arabic and/or French language fluency desirable. English required. Fluency in R or other web scraping programs is desirable.Ability to write clearly in English for both academic and policy-oriented audiences. A writing sample is desirable.
