The Libya country office has a new Country Programme Document for 2023-2025. The Education priorities are two-fold: Firstly, supporting the MoE in education system strengthening, specifically in key departments including curriculum, teacher education, and EMIS, including policy and strategy. The second priority is to strengthen UNICEF’s downstream activities particularly with data collection (for EMIS), teacher education, and access and quality of learning for children in formal education as well as Out of School Children (OOSC). UNICEF will work in close collaboration with the MoE to develop policies and programmes for teacher professional learning, embedding life skills into the curriculum and promoting positive learning environments in classrooms. UNICEF will also train teachers in areas including pedagogy and inclusive education. UNICEF has an education programme for Out of School Children, particularly for migrants and refugees in community centers, called Baity centers. The programme provides basic literacy and numeracy programmes, life-skills programmes, supports families to enroll children in school, and provides child protection services.

How can you make a difference?

Under the direct supervision of the Chief of Education, the Education Specialist will contribute to both upstream system strengthening activities and downstream implementation activities of the education programme in UNICEF Libya Country Office. In particular, the education specialist will lead all the downstream education activities, particularly for OOSC. This includes leading the strategy and implementation of the education programmes in the Baity centres, including a review and update of the education programme in the Baity centres as well as overall coordination of the Baity centres and all partners. The education specialist will also lead the coordination of the education sector, especially the iNGOs and NGOs working in education in Libya. The education specialist will also oversee the UNICEF’s education programmes on inclusivity, youth and gender. It is vital that the education specialist has deep education knowledge and experience, particularly in leading work with OOSC. The education specialist will bring this deep knowledge and provide specialist technical expertise to support and guide the MoE and other stakeholders and partners in progressing the access and quality of learning for all children in Libya.

Education:

An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
Experience:

A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
Experience of working in a developing country , particularly in conflict or post conflict environment is considered as an asset.

Relevant experience in a UN system agency or organization is considered as an asset.

Experience in working with OOSC programmes, development of accelerated learning programmes and monitoring OOSC programmes is highly preferred.

Experience in working in sector coordination roles is an asset.

Language Requirements:

Fluency in English is required. Knowledge of Arabic is highly desirable.
