How can you make a difference?

The past twenty years of progress and investment in education resulted in a tenfold increase in the participation of girls and boys. These gains are now at risk to be reversed as schools throughout the country face major challenges both in terms of continuity of education for girls at post-primary level, and linked to that, reduced external support available for the public system. These challenges come on top of existing and structural weaknesses of the public education system in terms of equity in access and quality of teaching and learning. At the same time, increased geographical access has contributed to the expansion of community-based education (CBE). While the demand is there, the supply is not keeping!

Since the change of government, UNICEF has taken on a leading role in the education sector, in terms of i) visioning and priority setting in the current restraint environment, ii) managing large scale programs and iii) coordination between development and humanitarian partners. The current budget for 2023-2024 is over USD 300 million.

UNICEF’s priorities in the coming years are to ensure that children currently in education can continue to do so by supporting both public (primary) education and alternative options to reach those that are not reached by the public system. Priority is given to:

Ensuring continuity of learning of children (around 750,000 – 800,000) currently enrolled in CBE (supported by UNICEF or other partners)
Improve learning and teaching conditions in public school, prioritizing primary education and girls’ schools through community-based infrastructure improvement and school-based teacher training and support
Other areas relate to expanding alternative learning options beyond CBE, with a focus on developing multi-media platform for homebased/distance learning, as well as the provision of basic teaching and learning materials to public primary schools as well as exploring options for ECE/ECD and integrated programming and implementation.

Under the guidance and general supervision of Education Chief (Level 5) in Kabul, the Specialist supports the implementation and the monitoring at field level of all Education programmes, but with a specific focus on the implementation of the Community Based Education program, distribution of Teaching and Learning Materials, Girls Access to Teacher Education (GATE) and the roll-out of in-service teacher training program as well as support to overall monitoring and reporting and contribute to new program design to ensure any new program respond to realities on the ground.While based in one of the field offices, it concerns a roving position and time is to be equally divided by the five zonal offices.This role requires a lot of coordination with the managers of the different programs referred to as well as the building capacity of the education teams in the field offices.

Key functions, accountabilities and related duties/tasks

1. Support to programme development and planning

Support the preparation, design and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention and development efforts on education programmes.
Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery.
Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results.
Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
2. Programme management, monitoring and delivery of results

Actively monitor programmes/projects at field level, and exchange information with relevant stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
Prepare regular and mandated programme reports for program management, to keep them informed of programme progress and challenges experienced in the field
Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management.
Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources
3. Technical and operational support to programme implementation

Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice and support.
Contribute to policy papers, briefs and other strategic programme materials for management use.
4. Networking and partnership building

Build and sustain effective close working partnerships at field level with relevant government counterparts, stakeholders, partners, donors, and academia through active networking, advocacy and effective communication
Build capacity, exchange knowledge/expertise of education field staff to achieve sustainable and broad results on education programmes.
Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fund raising for education programmes.
5. Innovation, knowledge management and capacity building

Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.
Keep abreast, research, benchmark, and implement best practices in education management. Assess, institutionalize and share best practices and knowledge learned.
Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.
Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects.
To qualify as an advocate for every child you will have…

An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
Experience working in a developing country is considered as an asset.
Relevant experience in a UN system agency or organization is considered as an asset
Experience in the areas of: i) education programming and monitoring and ii) capacity building
Highly resilient to operate and live in a complex and restraint society
Fluency in English is required. Knowledge of a local language (Pashtu or Dari) is an asset
