Cadre organisationnel
This position is located within the Mission Support Service of the United Nations Support Mission in Libya (UNSMIL). The position is located in Tripoli, Libya. Tripoli is classified as a Hardship "E" duty station and a non-family duty station. The incumbent will report to the Chief of Unit, Engineering and will be under the overall supervision of the Chief of Mission Support (CMS) through the Chief Service Delivery/Supply Chain Management (CSDSCM).

On 28 October 2022, the Security Council, by its resolution 2656 (2022) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsabilités
Within delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties:

1. Administration
- Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, mine detection and clearance, and other related structures and activities in the field.
- Prepare reports and other associated engineering related information, for progress reporting, and special reports for quality, cost, or schedule variances, etc.
- Draft responses to both internal and external audit observations on engineering tasks and activities in the mission.

2. Planning
- Contribute to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work-plans. Monitor actual costs and schedule performance against the approved budget and baseline schedules.
- Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection. Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications.
- Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.

3. Implementation
- Provide expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission's engineering activities, taking into account quality management and risk management best practices.
- If applicable, fully support with limited staffing during the mission start-up and liquidation phases, the site selection/assessment process and asset disposal process, respectively.
- Ensure that daily activities are in compliance with the Department of Peace Operations (DPO)/Department of Operational Support (DOS) Environmental and Waste Management policies and in line with the DOS Environment Strategy objectives.

4. Perform other related duties as assigned by the Chief of Unit, Engineering.

Formation
Advanced university degree (Master's degree or equivalent) in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture or related appropriate area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification
Project Management Professional or PRINCE 2 Practitioner is desirable.

Expérience professionnelle
A minimum of five (5) years of progressively responsible experience in engineering projects management including at least two years at the international level is required.

Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required.

Experience providing services in the field of Engineering to or in a field operation of the United Nations Common System or a comparable international organization or non-governmental organization is desirable.

Experience in design and implementation of projects related to green buildings and renewable energy, optimization of carbon footprint of buildings is desirable.

Experience in design and construction of buildings and infrastructure development projects of high complexity, which include waste-water treatment, waste-management, renewable energy components is desirable

Related experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non- governmental organization- in a conflict or post-conflict setting is desirable.

Work experience in the application of the following software: AutoCAD; Revit; MS Project; MS Office is desirable.

Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable.
