ORGANIZATIONAL CONTEXT
As the United Nations frontline agency in the fight against hunger, WFP responds to emergencies and saves lives by getting food to the hungry. WFP also works to help prevent hunger in the future.

South Sudan presents one of the most logistically challenging operational contexts due to logistic gaps, demographic constraints, ongoing insecurity and poor infrastructure. Roads and basic infrastructure in South Sudan are inadequate for the delivery of cargo and are affected by seasonality. The rainy season which lasts from May to November, renders nearly 60 percent of the country inaccessible. The projects on improvement of WFP internal infrastructure / facilities constitute essential part of the portfolio managed by the WFP South Sudan Engineering Unit. The CO Engineering closely work with the CO Procurement, Administration, Logistics, Programmes, UNHAS and Security providing engineering and project management support in design, procurement and implementation of projects requested by the CO client units and WFP suboffices.

The WFP South Sudan Engineering require services of an international Engineer to provide technical support in development and oversight of the projects for construction and upgrades of the WFP internal infrastructure & facilities. This position requires the engagement of a competent civil engineer. The main tasks required of the position will include engineering design and review; technical specification; engineering project management; construction procurement processes; contract management for construction activities, and Public Procurement Contracting in a UN environment.

JOB PURPOSE
The Engineer will be based in the WFP Country Office in Juba. When necessary, she/he will be required to undertake field missions to conduct engineering assessments and oversee implementation of ongoing construction activities as required.

KEY ACCOUNTABILITIES (not all-inclusive)
Maintain project reporting system in line with the WFP established reporting requirements, prepare regular and ad-hoc project progress reports.
Monitor all activities both at procurement and construction phases of the project proactively seeking solutions to issues arising (delays, contractual, authorities on site etc.) and compile regular reports, etc. to ensure WFP priorities, quality standards and time schedules are adhered to, and accurate information is provided to project stakeholders.
Supervise contractors’ activities on the setup and construction of new Bentiu FO facilities.
Coordinate project design review and approval process.
Participate in the preparation of tender documentation for the project.
Participate in the bid evaluation, contract negotiations and contract drafting / reviews

KEY ACCOUNTABILITIES CONTINUED PART 1
Verify and support to processing interim and final payments to the contractors.
Review of proposed variation orders and implementation schedule prepared by the contractor.
Laise with the Lead Engineer in contractual matters with the contractors (performance bonds, insurances, claims, advance payment guarantees etc.).
Prepare and manage of cash flow programmes, including processing invoices and following payments.
Participate in the interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents.
Provide all relevant documentation needed for settling disputes (if any) with the contractors to the Lead Engineer.
Formulate recommendations to the Lead Engineer with respect to such claims received from the contractor for issues including, but not limited to, escalation, time extensions, variation orders, subletting, quantification of claims, rate and price fixing etc.

Prepare of variations to address issues encountered on site or arising from the needs of the WFP or others.
Assess contractor’s submissions.
Establish and maintain project quality assurance procedures.
Ensure Assurance of the quality of the works during construction, continuously inspecting the materials and construction operations regarding workmanship and compliance with the specifications.
Provide notice to the contractors of any defects and deficiencies, and issue instructions for the removal and substitution of the improper works, where provided under the contract.

KEY ACCOUNTABILITIES CONTINUED PART 3
If required, order suspension of the work(s) and/or recommend to the Lead Engineer other recourse available under the relevant contract.
Ensure that the contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
Notify the Lead Engineer of any serious breaches to health and safety rules on the project.
Report of all health & safety incidents and accidents in monthly progress reports.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Civil Engineering or related Engineering discipline, or First University degree with additional years or experience and/or advanced training/courses. Accreditation to “Professional Engineer” or “Chartered Engineer” status,or recognized equivalent by an appropriate national or international regulatory authority.

Experience: Managing large scale projects, construction supervision and quality assurance, able to work in remote locations with limited infrastructure. Minimum 6 years' postgraduate experience.
Language: Fluency in oral & written English & Arabic is desirable
Knowledge & Skills: Strong knowledge of WFP Engineering, Administration and Procurement rules and regulations. Strong interpersonal skills able to manage teams.

DELIVERABLES AT THE END OF THE CONTRACT
Project progress and completion reports have been prepared and submitted to the Lead Engineer in accordance with agreed timelines / approved schedules.
Technical parts of bidding documents, including scope of works, drawings, specifications and bill of quantities have been prepared and submitted for further action to the CO procurement in accordance with agreed timelines / approved schedules.
Regular, ad-hoc and completion inspections of the construction works have been organized and conducted by the MSB team to ensure specified quality of the works and contractors’ adherence to the approved work schedules.
Any other project management and engineering related support and advice requested by the WFP South Sudan Engineering have been provided in a timely and professional manner.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Has managed or contributed to the management of a small to medium scale engineering or construction project, taking responsibility for engineering decision-making.
• Has demonstrated experience in planning and organizing; managing work programs and objectives, staff and budgets, and liaison with stakeholders/donors.
• Has developed good knowledge in engineering specialisations (e.g. seismic, environmental, blast, fire or security and safety engineering).
