BACKGROUND & PURPOSE OF THE ASSIGNMENT
To support the management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities in Ethiopia.

KEY ACCOUNTABILITIES (not all-inclusive)
Advise the Chief Security Officer (CSO) on safety & security risk management strategies in Ethiopia
Provide direct operational support to the Field Security Officers and Security Associates stationed at the Area Offices to make sure that the unit strategies are implemented.
Participate in the formation, communication & execution of country strategy & policies within the Security Unit in order to guarantee uniform, efficient risk management and that the security unit stays in line with WFP objectives
Provide technical advice and guidance to strengthen the capacity within security management and crisis readiness & preparedness
Provide advice to the CSO in elaborating, reviewing/updating SRAs, SRMM, RSM, SOPs & Security Contingency Planning and provide oversight for implementation of security policy, procedures & risk management in accordance with guidelines for determination of acceptable risk.
Monitor& maintain an existing physical standard for WFP Premises grounded on the 4 principles of premises security: Security Risk Management; Integrated Systems approach; “Four Ds” (Deter, Detect, Delay, and Deny) and Concentric Layers of Security through the implementation of Implement RSM and SRM measures and ensure all WFP Offices remain compliant.
Keep updated with and advise upon local security developments and issues and the potential impact on WFP’s reputation and operational activities.
Conduct context analysis in conflict-affected operations areas, determining the key characteristics and locations of non-state armed groups (NSAG).
Conduct regular security and risk assessment missions in areas where WFP staff members and cooperating partners are operating and or where access is required.
Lead WFP field activities and missions, providing technical analysis and information as required to support the assessment of activity impact.
Coordinate with security forces to ensure proper security arrangements for food distribution and provision of security arrangements for WFP convoys.
Maintain TRIP compliance. Coordinate with UNDSS the facilitation of security clearance requests and staff headcounts.
Coordinate with other units for access to specific areas requiring additional movement authorization.

Monitor and maintain an effective security management communications system that enables rapid and coordinated security activities.
Build and maintain productive relationships with local partners to align activities and optimize the best protection for staff, activities, and facilities.
Work in close collaboration with internal and external counterparts (UNDSS, AFPs, I/NGOs, government, and diplomatic missions) to align security activities with programmes activities and ensure compliance with security policies and procedures.
Supervise a team of National Security Associates, providing coaching and guidance as required to ensure appropriate development and enable high performance.
When required, represent WFP CSO at local and inter-agency meetings e.g., Security Co-ordination Cells to present relevant security issues and contribute to technical discussions.
Deliver specific Training for Staff (First Aid, Convoy Procedures, Personal security, radio communication, and fire safety).
Coordinate and monitor access control and CCTV systems.
Maintaining an up-to-date Warden Plan including a list of staff and eligible family members.
Maintain fire evacuation plan and conduct fire drills and staff training, as necessary.
Ensure that WFP personnel are reminded of implementation and compliance with security with SRMM, RSM, and SMT mandates and WFP security standard operating procedures in all areas.
Ensure all significant incidents involving WFP staff or cooperating partners are responded to and timely reported through SIMSAS
Organize and maintain Country Office security files (assessments, security plans, messages, maps, weekly reporting, and others).
Other as required

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Minimum 5 years of relevant professional work experience in an international context such as UN system organization field operations or UN peacekeeping operations

Knowledge & Skills:

Knowledge of the UN security management system
Relevant military or police training

Language: Fluency (level C) in English language

DESIRABLE EXPERIENCE
Has contributed to the development of systems and tools for the monitoring and assessment of security situations in line with innovative methodologies and best practice.
Has provided support in the provision of technical security operations advice to strengthen the security management function of WFP.
Has managed small teams of national staff with related areas of expertise.
Has developed some experience managing resources in the STLDU or Operations.
