Job Description
Background

The Government of Zimbabwe received funding from the Green Climate Fund (GCF) for the project, “Building climate resilience of vulnerable agricultural livelihoods in southern Zimbabwe.” The objective of the project is to strengthen resilience of agricultural livelihoods of vulnerable communities, particularly women. Fund-level impacts for the project are: 1.0 “Increased resilience and enhanced livelihoods of the most vulnerable people, communities and regions” and 2.0 “Increased resilience of health and well-being, and food and water security” for vulnerable smallholder communities. The project will strengthen the adaptive capacities of vulnerable smallholder farmers, through revitalization of irrigation schemes, upgraded water and soil moisture management and water use efficiency, climate-resilient agriculture, improved access to climate information and markets, and partnerships with public and private sector actors.

The project proposes to overcome the identified barriers through: (i)Increased access to water for climate-resilient agriculture through climate-resilient irrigation systems and efficient water resource management; (ii)Scaled up climate-resilient agricultural production and diversification through increased access to climate-resilient inputs, practices, and markets; and (iii) Improved access to weather, climate and hydrological information for climate-resilient agriculture. The Ministry of Lands, Agriculture, Fisheries, Water and Rural Development (MLAFWRD) is the implementing partner, and the project will be implemented for 7 years from June 2020 to May 2027 under a National Implementation Modality (NIM).

The Green Climate Fund provides flexible, coordinated and predictable funding of USD 26, 574, 567.00 to support the achievement of building climate resilience for vulnerable agriculture livelihoods through climate proofing of 21 irrigation schemes, supporting half a million direct beneficiaries and climate information systems for the small holder farmers. Given the increased need for evidence-based approaches to strengthen and improve systems related to the analytical and monitoring, evaluation and learning the GCF PMU is seeking dynamic and qualified individuals to fill the following position at the GCF PMU office on one-year renewable contracts.

Duties and Responsibilities

Participate in data collection, verification and validation
Data collection cleaning and integration, conducting data pre-processing and validation, designing data collection application applicable to smart devices (Androids), digitize/create new thematic layers, using scanned maps, satellite images and GIS data, in accordance with the project structure and scope, utilizing the latest data collection technologies such as remote sensing and supporting GCF and partner staff in data collection and introduce quality assurance mechanisms.
Support the Data analysis, visualization and dissemination works for the GCF PMU

Integrate, archive and extract large datasets for cross referencing and statistical analysis, develop maps, graphs, reports and presentations of analytical results for internal and external distribution, produce maps and graphs in accordance with the design and criteria defined by the project manager or other members in the team, produce summary statistics on key outcomes and co-variate variables and update where relevant 5W mapping of resilience related initiatives in the country.
Support the database development and maintenance of GCF

Play a leading role in the development of the database to support the monitoring, evaluation, research and advocacy role of the GCF, conduct research to locate and obtain existing databases, thematic layers and grid data in the project area using the sources from Meteorology, Agriculture and Hydrology including but not limited to existing spatial data , describe all layer fields in the geodatabase and characterize metadata for each layer, ensure that correct metadata is appended to the database and documentation of procedures is established and liaise with GCF and partner programme staff to ensure optimum functionality and usability of GCF databases.
Improve the knowledge base on resilience by providing support in producing a rigors analytical products and knowledge sharing in the GCF partners

Assist in the development of analytical/knowledge products, maintain and update the hazard mapping tool, including characterization of shocks and stressors, develop a methodology for estimating the resilience capacities where applicable (absorptive, adaptive and transformative) of households to support GCF’s monitoring, evaluation, research and advocacy work and liaise with government partners on need for support and development of data analysis tools and trainings.

Capacity Building:

Assist in planning and organizing needs-based training programmes for the project Responsible Parties, work with M&E, Communication expert in administrative procedures on the dissemination of knowledge products, participate in skills transfer and capacity building initiatives within GCF and partners, propose methodologies/initiatives to improve GIS capabilities of the Meteorology, Water Resources and Agriculture Responsible Partners. This will include how to input, update and maintain GIS database (catalog, inventory, metadata creation, backup, linkages to other databases).

Institutional Arrangement

The incumbent will work under the guidance and day to day management of the GCF Project Manager and oversight supervision from the PRECC team Leader. The GIS/Data Analyst will work in consultation with the project Responsible Partners.

Required Skills and Experience

Education:
Advanced university degree (Master's degree or equivalent) in Geographical Information Systems/Science (GIS), geography, Earth Observation, and/or other related fields.
Bachelor degree in relevant field with additional two years of qualifying relevant work experience may be considered in lieu of an advanced university degree.

Experience:
Minimum 2 years (Master's degree) or 4 years (Bachelor's degree) of relevant experience and proven experience in GIS, statistical analysis software packages, early warning and remote sensing;
Proven experience working in a busy analytical environment and proficiency with SPSS, Stata, Excel, GIS or other appropriate packages;
Experience in environmental and socio-economic applications of remote sensing especially in supporting early warning;
Regional experience and past experience in working on UN supported projects and/or with other bilateral/multilaterals is an added advantage;
Good strategic and analytical thinking and ability to interpret development/resilience related data;
Strong analytical skills and experience in analyzing quantitative/qualitative data and surveys in the field of climate Resilience, is required;
Project cycle experiences within United Nations system will be considered an asset;
Preferably, experience in a resilience programming, food security or related programme(s);
Excellent written and verbal communication skills.

Language Requirement

Fluency in English and the national language of the duty station (Shona).
