Purpose of Activity/Assignment:
The United Nations Children Fund (UNICEF) South Sudan is a seeking a qualified Gender-Based Violence (GBV) Consultant with strong background in GBV technical support and capacity building to local partners to enhance GBV service delivery. Across South Sudan, GBV including sexual violence, intimate partner violence (IPV), and child marriage, are pervasive. While the full magnitude of GBV is unclear, studies indicate that more than 65 per cent of the approximately 5.59 million women and girls in South Sudan have experienced physical and/or sexual violence in their lifetimes; this is among the highest rates in the world, and twice the global average. Adolescent girls are particularly vulnerable to sexual violence, exploitation, and abuse, with child marriage on the rise. However, access to lifesaving multi-sectoral GBV responses, including health, GBV case management, psychosocial support, higher-level mental health, and other services, are very limited. Even in locations where there are services, there are multiple barriers to survivors seeking support, including self-blame, fear of reprisals, mistrust of authorities, and risk of retaliatory attacks coupled with cultural norms and values promote a culture of silence. Quality of care and capacity of service providers also impacts the utilization of services when available.

UNICEF South Sudan is scaling up efforts to address GBV and is expanding partnerships with national partners including women-led organizations to increase the availability of GBV prevention, response, and risk mitigation interventions. As part of this, UNICEF requires a consultant to strengthen the capacity of partners to deliver GBV services with a focus on enhancing GBV case management and psychosocial support (PSS) and implementing GBV minimum standards. Globally, UNICEF has developed comprehensive capacity building initiatives on GBV case management and caring for child and adolescent survivors (i.e. GBV Case Management Capacity Building Initiative Rollout Strategy and Toolkit and Child and Adolescent Survivor Initiative and should form the basis for support to UNICEF GBV partners.

Main Duties and Responsibilities:
The purpose of this consultancy (115 days) is to provide technical support, trainings and capacity building to local partners to improve the quality of GBV services at women and girl friendly spaces (WGFS), One-Stop Centres (OSC) and safe shelters. The GBV Consultant will be based in Juba with frequent travel to states where UNICEF partners are operating. The consultant will receive overall guidance and day-to-day supervision from the GBV Specialist. S/he will work closely with the UNICEF Child Protection team based in field offices and UNICEF GBV partners. This will include conducting a technical and institutional capacity needs assessment of UNICEF partners and developing a capacity strengthening plan on key areas including, but not limited to, GBV case management and PSS, GBV minimum standards, working with adolescent girls and improving GBV referral systems.

Scope of Work:

Main tasks and deliverables related to the consultancy:
1. Conduct a detailed assessment of UNICEF GBV partners identifying needs and priorities for GBV capacity building and other types of institutional support required. This should include a review of existing staff capabilities, technical knowledge and skills on GBV, appropriateness of existing GBV services and standards for operating WGFS, safe houses and other service delivery points. The consultant will be responsible for developing the capacity assessment tool and working closely with UNICEF GBV partners to complete it, analyze results and produce a report detailing findings and recommendations.
2. Facilitate a workshop with UNICEF GBV partners to review technical and institutional capacity building needs and co-design a comprehensive plan to support selected organizations advance skills and knowledge on GBV and strengthen leadership, institutional capacity and other priorities identified. This plan should be developed in participatory manner with UNICEF GBV partners and be led by the needs of the organizations targeted.
3. Based on plan developed, provide at least four targeted trainings to UNICEF GBV partners on key topics including, but not limited to, GBV case management, caring for child survivors, age-appropriate PSS, GBV minimum standards and approaches for working with adolescent girls. Trainings will be based on the needs assessment and will be adapted to the capacities of participating organizations.
4. Provide ongoing mentoring, supervision and technical guidance to UNICEF GBV partners through remote and in-person support. As part of this, at least one field visit will be made to each partner during the consultancy.
5. Hold a participatory review workshop with UNICEF GBV partners to assess progress, lessons learned and good practices to inform programming priorities and approaches for 2024.
6. Produce a final report to document engagement with UNICEF GBV partners detailing follow-up plans including technical, financial and institutional support required for the three-year partnerships with these organizations.

Minimum Qualifications required: Knowledge/Expertise/Skills required:

University degree in psychology, social work, gender studies or in other similar fields.

Language Requirements:

Fluency in English. Fluency in Arabic an asset.

• A minimum of 5 years of GBV programming experience with either the UN and/or NGO.
• Strong understanding of GBV case management including care for child survivors and programming approaches, practices, and applications i.e., GBViE Minimum Standards and Interagency GBV Case Management guidelines.
• Excellent interpersonal and communication skills and the ability to effectively liaise with people in a wide range of functions in a multi-cultural environment.
• Ability to collect, collate and analyse data in an effective manner and strong writing skills.
• Proven experience of planning and facilitating trainings, workshops and other capacity building modalities.
• Ability to work independently and productively, with multiple stakeholders in a fast-paced environment.
• Ability to work productively in a team and independently, and to handle requests or issues as they arise.
