Recruitment of a GENDER SPECIALIST

Upright Partners is recruiting a Gender Specialist on behalf of Children Believe as part of its development and to strengthen its team.

Job location: Ouagadougou.
Work schedule: full-time
Type of contract: Fixed-term contract under Burkina Faso law for one-year (with a trial period of three (03) months), renewable depending on performance.
Starting date: September 2024

I. JOB DESCRIPTION
The Gender Specialist will be responsible for Gender equality and girl’s empowerment strategy development; conducting needs assessments that incorporate gender analysis; supporting the design of responsive strategies that effectively address the needs of girls, boys, women and men affected by the crisis; ensuring that our programmes mainstream, mitigate and respond to GBV; review response implementation with MELKS and sector Specialists; provide technical support sessions to the field staff on gender and GBV in emergencies; develop and agree on actions to address priority gaps on gender with the Program and Projects Managers.

II. KEY RESPONSIBILITIES
- Support the development and review of country strategy and county annual plans, including humanitarian response strategies, Emergency Preparedness and Contingency Plans to ensure they contribute to Children Believe’s principles and commitments to gender equality.
- Support the Senior Management Team to institutionalize gender equality and GBV mainstreaming within the country office.
- Lead on mainstreaming gender equality, protection from GBV and girl’s empowerment into sector strategies, including defining the annual program framework, response plans and master budget for gender-specific programming and gender mainstreaming (humanitarian and development).
- Analyze donor priorities and positions on gender equality and GBV, identifying institutional funding opportunities and developing/maintaining contacts with potential donors, partners and key technical agencies.
- Work collaboratively with thematic sectors to develop evidence-based gender-sensitive and where possible transformative approaches to maximize impact for girls, boys, women and men.
- Provide leadership in the implementation of the gender equality strategies and set up gender working groups in country and with the regional communities of practice.
- Provide technical support and capacity building for Monitoring, Evaluation, Learning, Knowledge and Sharing(MELKS) and programme teams to adapt assessment tools and conduct participatory gender and protection analysis.
- Work closely with the MELKS, others Specialists and program team to refine quality benchmarks, standardize gender-sensitive indicators and develop gender-sensitive monitoring, evaluation and accountability tools and processes.
- Design and deliver technical capacity building training and mentoring to mainstream gender equality and GBV mainstreaming for tailored to different levels of CB’s technical and operational staff and partners.
- Collaborate with Protection and Education Specialists and MELKS colleagues to promote gender-sensitive protection mainstreaming strategies, particularly to mainstream GBV and strengthen action to protect from sexual exploitation and abuse (SEA).
- Work closely with the field managers and senior field staff to operationalize gender-sensitive implementation strategies.
- Represent and advocate for Children Believe with UN agencies, donors, Government and NGO stakeholders to position CB as a leading agency for gender equality mainstreaming and girl’s empowerment programming.

III. QUALIFICATIONS ET EXPERIENCES
- Master's degree in project management, sociology, law, political science, economics, psychology or similar, with at least 3 years' proven experience in managing multi-sectoral projects and partnerships, particularly in the fields of gender and gender-based violence.
- Solid knowledge of the National Gender Policy and of the mainstreaming of gender in programs and projects.
- Experience of context, capacity and policy analysis, and influencing and advocacy at national/regional level.
- Skilled at networking, representation and partnership development to promote learning, strengthen civil society and mobilize resource.
- Ability to identify the main gender gaps and issues in the given context to inform a holistic response for boys, girls and their male and female caregivers.
- Good working knowledge of and experience in using inter-agency standards and guidelines in IASC Gender handbook and IASC GBV in humanitarian and development settings.
- Demonstrated experience in capacity building, training, mentoring and coaching.
- Experience in engendering / practicing Results Based Management (RBM) or using Participatory Development Approach (PDA) tools. Experience in the use of Logical Framework Analysis (LFA) is an asset.
- Discretion and sound reasoning in dealing with sensitive matters; ability to independently solve complex and challenging problems.
- Excellent interpersonal skills: ability to establish and maintain effective working relations with sensitivity and respect for diversity.
- Strong computer skills, with familiarity in using Microsoft Office suite and other relevant applications. - Excellent presentation and public speaking skills.
- Strong written and oral communication skills in English and French; fluency in a local language.
- Proven ability to set strategic direction, develop and execute operational plans.
- Alignment to CB's Vision, Mission and Values.
