THE ROLE ORGANIZATIONAL CONTEXT
Reporting to the Chief, HRMTC, this role is responsible for leading the Career Transitions portfolio, delivering high-profile development interventions for Field Leaders transitioning into new roles. The role is also responsible for leading the for end-to-end management of Learning Operations for all the corporate learning programs delivered across the branch. A significant increase in L&D global interventions offered by HRMTC in the past three years has resulted in the need for a centralized, integrated approach to learning operations to provide a seamless delivery service to the business. The role will also be responsible for leading strategic projects and initiatives in close liaison with the branch Chief; including linking with the HRM Front Office to report branch data; interpretation of documents and drafting of communication on behalf of the branch. Finally, the role is intended to build the long-term capability of the branch through skills and knowledge transfer and develop the future talent pipeline
KEY ACCOUNTABILITIES (not all-inclusive)
Lead the project team and guide multiple SMEs (including senior leadership) to initiate, design and manage a suite of global programmes that support Field Leaders and staff to transition into new roles including:
CD/DCD Programme - a high-profile blended Programme to support all CDs/DCDs including those new to the role and those who self-identify development gaps.
Heads of Area/Heads of Field Office- a blended general management Programme to support a Head of Field Office to ‘run a Field Office’
National Officers Programme (HORIZON) – a comprehensive blended career development program for National Officers/SC professionals
General Service Staff Programme (BRIDGE) – a program drawing on selected critical cross-functional skills for GS staff to increase their change agility and ensure their preparedness for the future
Lead the team and manage external vendors to initiate, design and manage organizational Learning Operations for all corporate programs spanning across Leadership Development, Career Transitions, and Critical Skills including:
Nomination, application, and registration processes; program communication & scheduling
Programme evaluation
Management of vendors who deliver on operations
Management of POs and invoicing
Management of centralized report generation
Management of translators (WAE team of translators)
In close liaison with the Branch Chief, provide strategic guidance via:
Coordinate the implementation of the branch strategy, annual work-planning, budget utilization and uptake and branch performance reviews
Lead the organizational development branch wide projects and establish collaboration platforms
Liaise with the HRM Front Office to report branch initiatives and review corporate documents requiring inputs from Chiefs.
Interpret HRM documents, edit, review as required and draft responses on behalf of the branch
Prepare branch documents and coordinate branch communication with WFP employees
Contribute to:
Other initiatives in the team - contribute experience and expertise to emerging initiatives such as program content for critical skills, HCM skills inventory, team wellness proposal and the development of future talent for the field project, act as a mentor.
Longer-term capacity development and succession planning for the branch by knowledge transfer, skills development and on the job coaching
QUALIFICATIONS AND KEY REQUIREMENTS
Education:
You have:
University degree in Organisational Development, Psychology, Learning and Development, Social Sciences or relevant field or First University degree with additional years of related work experience or qualifications.
Experience:
You have:
Minimum of 8 years of relevant experience in leading learning and development /organisational development initiatives in global context with demonstrated team leadership experience.
Language:
You have:
Excellent command of English - fluency (level C) in oral and written English is essential.
Intermediate knowledge (level B) of a second official UN language is desirable: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language).

TERMS AND CONDITIONS
A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
