Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
IOM in South Sudan has a broad range of programming centred around three broad areas:humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

IOM South Sudan is an active member of the UN Country Team and Humanitarian Country Team. As the cluster coordinator for CCCM (co-lead with United Nations High Commissioner for Refugees (UNHCR) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response. Within the Resident Coordinator / Humanitarian Coordinator (RC/HC) lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement with United Nations Development Programme (UNDP).

Under the overall guidance of the Regional Director and the direct supervision of the Chief of Mission (CoM) in South Sudan, the Head of Humanitarian Assistance and Operations will be responsible for overseeing the humanitarian operations of the mission, ensuring innovative, beneficiary-centred, and high-quality humanitarian programming, establishing and maintaining
strong relationships with relevant stakeholders and initiating the development of future humanitarian programming for IOM South Sudan.

Core Functions / Responsibilities:
1. Ensure innovative, coordinated, beneficiary-centred and high-quality integrated humanitarian programming, based upon solid evidence, data, and conflict analysis, integrating longer-term thinking around sustainability, social cohesion, resilience, and environmental impact into IOM South Sudan’s humanitarian work.
2. Responsible and accountable for project development, management and implementation of preparedness and response programmes/projects funded by multiple donors including the private sector, in line with the Organization’s policies, standards and operating modalities, as well as donor requirements.
3. In collaboration with the Resource Management Unit (RMU), exercise financial oversight responsibility for projects and activities, and support relevant Programme Managers and Supply Chain team to closely monitor programme expenditures and commitments in line with donor agreements. Assist the Chief of Mission and ensure that relevant units are continuously staffed with qualified personnel.
4. Identify together with the leadership of IOM South Sudan’s development and transition and recovery programs, opportunities for triple nexus programming in South Sudan as well as opportunities to leverage impact from different types of programming IOM South Sudan has in its area of operation.
5. In coordination with Chief of Mission and the Programme Support Unit (PSU), substantively participate in with donor outreach and engagement, including working with IOM’s sector teams and partners on upcoming funding opportunities relevant to the thematic area and identifying programmatic opportunities.
6. In coordination with the Chief of Mission, represent and/or ensure sufficient representation of IOM South Sudan in relevant UN, Government, and other stakeholders’ meetings, working groups and other fora and take a lead role in contributing to the overall thinking and strategizing within the humanitarian community in South Sudan in accordance with the IOM South Sudan’s strategies and priorities.
7. Facilitate and ensure good collaboration, coordination and exchange of ideas and good practices amongst the different IOM South Sudan Unit and Heads of Sub-Office engaged in humanitarian operations.
8. In coordination with the Chief of Mission, provide timely and relevant advice and updates on the humanitarian situation in the country to relevant focal points at regional and HQ level.
9. Identify, evaluate and, as appropriate, establish operational partnerships with UN agencies, non-governmental organizations (NGOs), government institutions and civil society in support of IOM’s programmatic objectives.
10. Undertake regular on-site monitoring and field travel to assess programme performance; identify and follow up on measures to remedy problems in implementation; design, plan and carry out, or sub-contract, programme impact evaluations, as necessary, and in line with donor requirements.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Social Sciences, Economics, International Relations, Political Science, Physical Sciences, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.

Experience
• Extensive experience in managing and implementing humanitarian, multisectoral programmes in politically complex and fast-moving environments including at field-level. Experience in Triple Nexus programming a distinct advantage and proven ability to work across the Triple Nexus an added advantage.
• Proven experience in resource mobilization and spearheading the development of projects and programs in the humanitarian and/or Triple Nexus area.

Skills
• A proven track-record of spearheading innovative, beneficiary-centered, and high-quality humanitarian programming integrating longer-term thinking around sustainability, social cohesion, resilience, and environmental impact.
• A track-record of successfully leading teams of dedicated professionals with a demonstrated commitment to support and empower national staff and ensure accountability of all staff to the highest possible degree.
• A proven track-record of establishing and maintaining strong professional relationships internally across different units and divisions and externally with donors, UN and other partners, as well as with Government actors.
• Deep understanding of the impact of conflict and climate change on humanitarian assistance and vice-versa and a demonstrated commitment to conflict- and environmental-sensitive humanitarian action.
• Proven liaison and negotiation skills.
• Strong strategic and creative thinking; Excellent written and oral communications skills.
• Proven solutions-oriented mindset as well as an overriding focus on positive impact for the assisted populations.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or a local language is an advantage.
