BACKGROUND AND PURPOSE OF THE ASSIGNMENT
In Malawi Country Office (CO), Partnerships, Reports and Communication (PRC) will be at the core of the Country Strategic Plan (2024-2028). The PRC unit provides leadership and expertise to WFP’s positioning, partnering and resourcing efforts to continue Saving Lives and Changing Lives in Malawi. To this effect, the CO steers WFP’s strategic engagement with governments, the UN system and its Member States, corporations, global foundations, international financial institutions, academia, and the public at large. This requires significant staff dedication to explore, nurture and grow new partnerships to support the overall CSP partnerships strategy and create an enabling environment for fundraising in Malawi.

ACCOUNTABILITIES/RESPONSIBILITIES
Guided by the upcoming Malawi Country Strategic Plan (CSP 2024-2028), the consultant will lead WFP Malawi's resource mobilisation and external communication efforts with the overarching goal of expanding the donor base and maintain traditional partnerships. The consultant will support the development of advocacy strategies, oversee the preparation of donor reports and external communication products targeting WFP Malawi’s main partners and external audiences.
The incumbent will serve as an influencer to effectively position WFP with public, private, and external partners to attract resources, technical assistance, and innovative solutions to advance the vision of the CSP in Malawi while advising senior management to navigate complex engagements with non-traditional partners. The Head of Partnerships, Reports and Communication will report to the Country Director and leads a team of national and international staff.


DELIVERABLES AT THE END OF CONTRACT
Unit management
• Lead and manage the PRC team of local and international staff, ensure they reach their deliverables, goals, objectives and complete their performance evaluations, ensuring that the unit delivers value and excellence for the beneficiaries and donors;

• Cultivate and grow a strong team of committed coworkers that will maintain our donor base and prepare high-quality reports and communications products;
• Any other duties as assigned under the government partnerships, reporting and communications functions of the Country Office, including the backstopping and support to communications and public information activities.

Donor relations and reporting
• Draft funding proposals and research opportunities to lobby non-traditional donors
• Identify high value partnerships and work collaboratively with different teams to negotiate new partnerships through the creation of compelling value propositions, presentations and briefings.
• Contribute to the facilitation of high-level public events and donor missions;
• Prepare donor reports and backstop the preparation of internal and external situation reports;
• Develop and design outreach materials based on the above-mentioned reports to enhance their content in user-friendly formats and disseminate to external audience.

Public Advocacy and External Communication
• Prepare advocacy strategies around WFP’s new Country Strategic Plan in consultation with programme officers and the national communications officer.
• Use existing high-quality and compelling multimedia materials to proactively position WFP to engage beyond emergency support to medium-term development in the areas of anticipatory action, nutrition, agriculture, social protection, school feeding and resilience.
• Collaborate with different technical unit focal points to build new 'products' (infographics, video explainers, etc.) which can be used as sales picth and unlock fundraising opportunities.
• Serve as editor and reviewer of stories, media messages, news releases, fact sheets and operational briefs. Pitch stories to outlets and expand the network of regional and international media contacts.

Capacity building
• Building capacity of the team on advocacy strategy development and implementation and multimedia content production.
• Organise capacity building sessions at internal level on a wide range of communication-related issues (donor reporting/branding, photography, video editing, social media management tools, graphics design, etc).


STANDARD MINIMUM QUALIFICATIONS
Education: • University degree in Arts, International Development, Development Economics, International Relations, Law, Marketing, Communications, or other relevant fields

Languages: • International Professional: Fluency (level C) in English language, Proficiency in another UN language an asset.


KNOWLEDGE AND SKILLS:
• Ability to translate understanding of programme principles into relevant, effective, and context specific approaches.
• Ability to explain complex operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing.
• Good interpersonal skills, teamwork spirit and ability to work in multicultural settings.


DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
At least five years of postgraduate progressively responsible professional experience.
Knowledge of partnerships development and communication campaigns design an asset.
