ORGANIZATIONAL CONTEXT
In Mozambique, WFP has significantly expanded its operations over the last few years. The scale-up of its operations was due to two major tropical cyclones and a long drought that occurred in 2019, the escalation of violence and insecurity in the north of the country, and the impact of the COVID-19 pandemic from 2020 onwards. In this context, WFP has been scaling up its humanitarian assistance, especially in northern Mozambique – where the conflict has intensified over the past few years and the security situation remains volatile – providing emergency food assistance to 1 million people in recent months.

JOB PURPOSE

Mozambique Country Office is looking for a highly motivated Human Resources (HR) Professional to join the HR team on a Consultancy contract. Under the leadership and overall guidance of the Head of the HR, the HR Consultant will lead the International Talent Acquisition stream and the CO's Employee Engagement and Culture inititatives, and will support in the implmentation of diversity and inclusion activities

KEY ACCOUNTABILITIES (not all-inclusive)

Contribute towards the development of country-specific plans and processes and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.

Provide effective management of the employment relationship between WFP and its staff by administering conditions of service, contracts, and appropriate entitlements and resolving employee relations issues

Lead the management (A-Z) of International staff short-term, Fixed Term and TDY deployments.,

Support organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.

Collate and analyze data for the preparation of accurate and timely reporting, supporting a WFP-wide view of HR activities that enables informed decision-making and consistent information for stakeholders.

Develop and implement an engagement roadmap incorporating creative initiatives to promote values of team cohesion, enhance cross-functional teamwork, open 2-way communication and feedback.

Support the Country Office Wellness team to identify wellness elements required for successful change processes.

In close liaison with the HQ team and CO HR Officers, develop a Learning & development calendar to be deployed across the country.

Support with the implementation of the Moz CO Global Staff Survey (GSS) action plan for Maputo/field offices.

In liaison with the Culture & transformation work-streams in the Country, implement the actions to support the realization of an enabling culture for the new Integrated Roadmap rollout.

Identify Continuous improvement opportunities in our processes and coordinate the implementation of approved plans timeously.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or other relevant field, or First University degree with additional years of related work experience or training/courses.

Experience: Three years of postgraduate professional experience in Human Resources with an interest in international humanitarian development

The professional years of experience must be in a relevant field of work, with a background and interest in Human Resources.

Languages: International Professional: Fluency (level C) in English language, Knowledge of Portuguese is an added advantage.

Knowledge & Skills:

Broad or specialized knowledge of HR best practices, techniques, and processes with some understanding of the basic theoretical background.
Ability to supervise and support more junior and/or less experienced members of the team.
Ability to work with minimal supervision.
Ability to analyze data, draw conclusions, and recommend a course of action.
Good communication skills required to give and receive information and work with a variety of individuals.
Ability to establish and maintain effective relationships with clients and provide client-oriented service. Ability to identify client’s needs and match them to appropriate solutions.
Knowledge of, or the ability to quickly assimilate, UN/WFP-specific processes and systems.
