WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review.

Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are:

To provide employment equitably for women and men in the most vulnerable households; and
To use safety nets to ensure access to assistance that meets basic needs, including for food security.

ORGANIZATIONAL CONTEXT

This position is based in Djibouti country office reports directly to the Country Director.

The job holder operates with minimal supervision, in consultation with regional HR and provides guidance to national HR staff to ensure that operational and project objectives are achieved.

He is involved in day–to-day activities, strategic work, implementation of corporate activities. Job holder provides advice on complex issues, applying HR rules, regulations, and expertise in making determinations and recommendations across HR range of activities.

JOB PURPOSE

Lead the Human Resources Unit, support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities. Continue Organizational Alignment related activities including talent acquisition and change management in a post Org Alignment context. Leads the implementation of corporate initiatives.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

1. Interpret and apply human resources policies, rules and regulations as well as standards and techniques.
2. Lead the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies
3. Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems, and tools are available and correctly applied to support them.
4. Analyse, evaluate, and act on requests from managers and staff, providing guidance and advice as required, while taking into account WFP requirements, policies and practices.
5. Determine, administer, and provide advice on salary and related benefits, eg: travel, social security entitlements, other allowances and incentives on the basis of contractual status and in line with HR rules and regulations.
6. Lead the staff capability building activities, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
7. Develop onboarding strategy and ensure that activities are delivered to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
8. Lead the talent acquisition process for national/local staff in the National Officer, General Services and Consultant categories., based on the sourcing plan which will include active search/head-hunting for suitable profiles
9. Lead the change management process ensuring timely and effective communication with Country Office leadership and Heads of Unit, staff representatives and staff in general.
10. Lead organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
11. Guide and supervise local HR staff, acting as a point of referral and supporting them with analysis and queries.
12. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders
13. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Language: Fluency (level C) in both French and English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience: Typically, three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development. Good understanding of the Horn of Africa context and WFP’s work in the region. Experience in other regions/contexts is desirable.

Knowledge & Skills :

Knowledge of HR best practices, techniques, and processes with some understanding of the basic theoretical background.
Ability to support more junior and/or less experienced members of the team.
Basic analytical ability to compile, maintain and analyses data, prepare reports and draw initial conclusions in support of work carried out by another officer, skills in developing sources for data collection.
Good communication skills required to give and receive information and work with a variety of individuals.
Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems
