Organizational Setting

Reporting Lines
Under the overall supervision of the FAO Representative for Mozambique and technical guidance of the Assistant FAOR (Administration), the HR Specialist will be responsible for the lead of human resources unit in FAO Mozambique.
Technical Focus
The incumbent will provide support in human resources matters in the country office including human resources strategic planning, recruitment, human resource development, performance management and talent management.- The incumbent will consult accordingly with the Regional HR Team in RAF.
Tasks and responsibilities
• Plan and deliver services in designated human resource field(s) in consultation with management and relevant technical partners on specific HR requests, issues, and problems, and provide advice, and options to different scenarios in line with rules and procedures.
• Assist in the definition of technical expertise and assignments needed for strategy implementation in the country office.
• Advise managers in planning the implementation of the workforce needs assessment enabling the effective delivery of the work program in the country office.
• Track and monitor the completion of HR tasks and activities, ensuring adherence to established timelines and Service Level Agreements (SLAs), and report any delays or issues to the supervisor.
• Monitor requests for human resource actions before approval by the FAOR, including salary levels, entitlements, travel, social security, and other benefits.
• Provide oversight for the entire recruitment process/cycle, for locally recruited personnel and international consultants, including the review of terms of reference, issuance of vacancy announcements, screening of applications, setting up interview panels and conducting background checks on prospective candidates.
• Oversee the onboarding and offboarding processes, including preparing relevant documentation, coordinating orientations, and exit procedures.
• Act as focal person for learning and development initiatives for the country office, developing and maintaining the annual staff development plans.
• Stay updated on relevant HR policies, procedures, and best practices to ensure compliance and provide accurate information to staff and stakeholders.
• Oversees the performance management system.
• Perform any other duties as assigned.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Human Resource Management, Business Management, Industrial Psychology, Organizational Development, Public Administration, Business Administration, or another relevant field.
• Five years of relevant experience in human resources management and administration, including demonstrated experience in management and in staff servicing
• Working knowledge (Level C) of English and Portuguese
