HUMANITARIAN PREPAREDNESS AND RESPONSE ADVISOR
The role
The Humanitarian Preparedness and Response Advisor is responsible the following key areas; Humanitarian evidence, data and strategy, emergency preparedness, response project design and proposal writing, technical inputs including compliance to humanitarian standards in active reponses, representation in humanitarian fora.
The post holder will ensure that SCI Burkina Faso has adequate evidence and humanitarian data for decision making about responses, based on a solid country-wide humanitarian plan and/ or specific response strategy and an excellent analysis of needs and gaps. The post holder will identify needs and resources and prepare the country for shocks and contribute to the HRP. She or he will work closely with field managers, who will implement the responses, to ensure that they are adequately resourced and are coordinated, and that humanitarian reporting is completed in a timely fashion. She or he will ensure that emergency responses are in line with Save the Children national and global priorities and policies. Finally, she/ he will represent SCI at all key humanitarian events, both external and internal.
The post-holder will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place.
Qualifications and experience
Essential
· Strong language skills in French and English
· Excellent communication and facilitation skills
· Strong knowledge of humanitarian response preparedness and rapid needs assessment
· Strong knowledge of data collection, analysis and strategic positioning
· Experience in humanitarian strategic planning and or review of humanitarian strategies
· Ability to write clear and well-argued assessment and project reports
· Previous experience of managing and supporting programme teams in emergency response is essential
· Previous experience of managing a multi-sector across multiple locations
· Experience of managing multi-donor, multi-site programmes (including ECHO, DFID, WFP, BPRM and OFDA) as well as other awards, including transitional phase types of award that contribute to the nexus of humanitarian and development work.
· Security management experience in volatile security environments
· Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
· Demonstrated ability to contributing to setting up monitoring & evaluation systems in large complex programmes.
· Demonstrated ability to build capacity of non-humanitarian team
· Experience of senior level representation
· Experience in developing and negotiating successful partnerships with institutional donors
· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
· Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Desirable
· Extensive experience of working internationally in humanitarian programmes, in West and Central Africa context
· Proven ability of mentoring and coaching
· Ability to speak and understand a local language in Burkina Faso.
Highly Desirable
· Previous experience in any of these areas; Sahel area, Lake Chad, DRC,
· Experience in; Household Economy Approach (HEA), Integrated Food Security Phased Classification (IPC), Early Warning Systems, Cash Transfer Programming (CTP) and Markets analysis or in other humanitarian specialization
Contract length: 1 year renewable
