BACKGROUND

Purpose of Activity/ Assignment:

The purpose of the assignment is to develop a set of resources, tools, and training packages on inclusive social protection.

Scope of Work:

Finalize UNICEF Brief on Inclusive Social Protection: based on the initial draft already developed and subsequent revisions, conduct consultation with UNICEF social policy network and based on comments from the social policy network and external partners, produce an updated version of the brief presenting UNICEF’s perspective and work on inclusive social protection. This revised version is to be reviewed with edits then incorporated by the consultant from the social policy specialists leading the brief’s development and approved by UNICEF management for final completion and submission.
Finalize the UNICEF-ILO Joint Guidance Note on Social Protection Systems for inclusion of persons with disabilities. The consultant will collate and compile all the comments received during the preceding public consultation into a unified matrix to allow for easy tracking and referencing. Building on this, they will produce the pre-final draft of the document, integrating all the feedback from the compiled matrix to ensure that the content reflects the collective input. After review by lead specialist, they will carry out a meticulous proofreading of the document, integrating the final round of review comments and any suggested edits.
Support delivery of the 2023 Disability Inclusive Social Protection Online Short Course by delivering the sessions on gender and children of module 4 and grading assignment 1 to 4 of 15 participants to the course.
Develop a UNICEF Practitioner Operational Guidance Note (‘Shopping List’) on Gender-Responsive Social Protection that centers on practical ways to ensure that UNICEF social protection programs factor gender in diverse contexts. Based on a thorough review of work commissioned on GRSP good practices and pertinent case studies, the consultant will develop a ‘shopping list’ of options for country offices. Following internal stakeholder consultations on the initial draft, a second draft will integrate all received comments. After the final review, all comments and suggested edits will be incorporated in the proofread version of the document. A folder will also compile foundational documents, and resources that have informed the development of the guidance. This folder will serve as a supplemental repository for stakeholders wishing to delve deeper into the background.
Develop a Toolkit/Resource Package on inclusive shock responsive social protection and UNICEF’s comprehensive offer in fragile and humanitarian context to assist UNICEF teams to systematically integrate gender and women’s rights organizations, disability organizations and governments in efficiently delivering cash transfers to vulnerable populations during humanitarian crises. This will include finalization of the existing draft paper on disability-inclusive humanitarian cash transfer and voucher assistance based on the latest evidence and after consultation with UNICEF management.
The consultant will produce an initial draft of a brief focusing on inclusive and shock responsive social protection in fragile and humanitarian contexts, including Humanitarian Cash Transfer and Voucher assistance. This draft will be based on in-depth consultations with diverse sections, regional offices (RO), and country offices (CO). In parallel they will develop an initial repository of relevant tools and documents. Once the first draft is produced and the repository is initiated, they will organise and host a webinar to present the key issues, share and collect significant experiences, and encourage feedback to the draft. A second draft will integrate all received comments. After the final review by UNICEF specialists and management, the consultant will incorporate all comments and suggested edits.

Support the November 2023 international Care and Support International Workshop: Assist in the preparation and delivery of a workshop that aims at sharing best practices, challenges, and solutions in care and support.
Across all the tasks of the assignment the consultant shall:

Conduct thorough literature review and consultations to gather existing resources, best practices, and challenges
Engage and collaborate with relevant internal and external stakeholders
Draft, review, finalize, and disseminate the mentioned deliverables in due time and pending approvals
Signal to the relevant UNICEF social policy specialists any issues that may delay timely production of the deliverables
Branding, communication and audiences:

All resources developed will remain the property of UNICEF with acknowledgement of the consultant in their development and dissemination. These resources may be utilized for other purposes, now, in the future and/or with other global partners with which UNICEF collaborates.

Qualifications

Education:

Master’s level; Enter Disciplines: Social policy or public policy or social protection
Work experience:

10 years’ experience in inclusive social protection with experience in at least 3 different regions where UNICEF works, including both development and humanitarian contexts
At least 5 years’ experience in development of guidance documents for technical experts
Track record of experience working on disability and gender inclusive social protection as well as shock-responsive social protection
Working experience with UNICEF, ILO or WFP on social protection in country and regional offices is required
Working experience with implementing partners such as NGOs is highly desirable
Competencies:

Requirements:

Financial proposal that will include/ reflect:

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
