On 21 December 2021, UNICEF and the EUROPEAN UNION signed a contribution agreement titled "Supporting the response to the COVID-19 crisis in the education sector". The 18-month duration project is being implemented in collaboration with Federal, provincial, and local governments. Strengthening Nepal’s Education cluster coordination and response mechanism at federal, provincial, and local levels and improved and targeted support of learning acceleration initiatives for school-going children are the core components of interventions.

The overall objective of this intervention is to reduce disparities in education outcomes for children in basic and secondary education during the COVID-19 response/ early recovery and school reopening in the Nepal education sector-

 Ensuring adequate capacity for management and coordination during the response period among local governments in line with their mandate on the management, roles and responsibilities.

 Strengthening prevention and resilience within the school system and among students, teachers, parents, and caregivers.

 Targeted support of acceleration of learning for school-going children, especially vulnerable/ at risk students in the early grades.

 Support the readiness to move from response to recovery under the initial years of the new education sector plan

Some of the major interventions included strengthening the capacity of education clusters at provincial and local level, supporting local government to develop/update their integrated education emergency response plans to ensure need based support during the response and increased compliance with the school reopening framework, support accelerated learning programs for early grades in areas where students have been disproportionally impacted by the school closures, support the Government to introduce a targeted approach to return at risk students to school through the learning continuity campaign and the welcome to school campaign and support the development of a national COVID-19 recovery roadmap as part of the initial years of the new ESP and develop tools and resources for provincial and local governments to incorporate this into their respective education sector plans and budgets. To ensure an equity-based approach to planning, 80 palikas from Madhesh, Sudurpaschim and Karnali were prioritized using the following indicators

 LGs with a low equity index score

 LGs with low/no access to alternative learning modalities

 LGs not supported through other interventions

How can you make a difference?

The purpose of the assignment is to conduct a rapid assessment of the program intervention focusing on evaluating the impact of the EU/UNICEF partnership on children’s learning. The study will be conducted in sample palikas (15 in Madhesh, 6 in Sudurpaschim and 3 in Karnali).

Expected Results/Deliverables:

• Rapid assessment evaluation framework

• Methodological design

• Quantitative and qualitative tools as demanded by the framework

• Primary data collection

• A database of case studies highlighting impact on different areas of the log frame

• Final assessment report in .doc or .docx format;

• Raw and cleaned databases in .csv or .dta containing all the data collected;

• Meetings, with documented discussion and action points, with the core project team for updates and technical inputs

Duration of the Contract: The total duration of the contract is for 3 months tentatively starting from 01 April 2023. The consultant will be working remotely.

Note: The international and national consultant would need to work closely with each other in collaboration with UNICEF, however, individuals should apply separately. The national consultant may require to travel to field.

Requirement for International Consultant

Masters’ degree in education and experience in a related area.
A minimum of five years of demonstrated capacity and experience in developing and evaluating education programmes, preferably those funded by UN agencies
Good understanding of rapid assessment frameworks
Experience and expertise in developing rapid assessment tools
Good written and oral communication skills and openness and willingness to interact with different stakeholders
Extensive knowledge of the national education and training system is an added advantage
Understanding of the education system, education cluster mechanism and local context in Nepal will be an added advantage
Experience working with government ministries including the Ministry of Education in developing countries
Requirement for National Consultant

Substantial experience of collecting data
Good understanding of the education system in Nepal including the education cluster mechanisms

Extensive knowledge of the national education and training system is an added advantage
Willing to travel to UNICEF’s working areas if needed
Experience working with government ministries including the Ministry of Education in developing countries
