Context:
Under the overall supervision of the Chief of Mission and under direct supervision of Deputy Chief of Mission / Programme Support Coordinator and in close coordination with Programme Managers, the Information Management Officer will be responsible for coordinating and ensuring the implementation of the Information Management aspects of IOM programmes in Mozambique.

Core Functions / Responsibilities:
1. In close coordination with relevant programme focal points and programme managers, as well as with the M&E officer, supervise and coordinate the provision of Information Management (IM) support including data management, analysis, visualization and mapping for all departments in the mission.
2. In close collaboration with the relevant Programme managers, provide technical support for the work of the shelter and CCCM cluster IM; contribute to the development, implementation and monitoring of the Information management strategy for Sites/Shelter/NFI clusters to facilitate evidence-based decision making and advocacy for the humanitarian response planning .
3. Analyse data to highlight information gaps and for evidence-based response planning and programme development.
4. In close coordination with relevant units, participate in the development and implementation of the technical aspects of IM and data analysis solutions for the workflow and documentation management of the administrative and operational processes of the mission.
5. Work closely with United Nations (UN) agencies, Non- Governmental Organizations (NGOs) and other stakeholders on matters related to IM and participate in the Inter-Cluster Information Management Working Group and other relevant working groups, including IOMs inputs for UNINFO, FTS, and other UN reporting platforms.
6. Train national Information Management/M&E focal points across various programmes to support the development and release of national level IM products.
7. In close coordination with the DTM and Shelter Cluster IM, encourage the use of Geographic Information Systems (GIS) mapping by checking that data collection is harmonized to GIS coding and design templates for various mapping products.
8. In close coordination with the M&E officer, contribute to the development and enhancement of the integrated methodology for data collection and information packaging as required and needed by Programmes and in line with the IOM Mozambique Country Strategy 2021-2023 and institutional reporting requirements such as the Institutional Questionnaire or Kobo Toolbox.
9. Facilitate and provide guidance for the effective use of the designated information systems, including offline and online platforms, application tools, and other systems to ensure the implementation of information management mechanisms.
10. Coordinate the timely preparation and generation of country and global level information products, as well as information sharing and dissemination to all relevant channels in close coordination with communications unit.
11. Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.
12. Check if information management tools and operational frameworks for data collection are properly designed and implemented, and bring issues to the attention of the supervisor.
13. Review information products including statistical reports, maps and other products in relation to design and implementation.
14. Contribute to the development and implement proper backup / restore, data validation and security procedures to ensure data integrity and availability.
15. Participate in IOM management coordination meetings and relevant forums/events where IM programme components and strategy are being discussed.
16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master's degree in Computer Science, Media or Social Sciences , Information Management/Data Analysis, or a related field from an accredited academic institution with two years of relevant professional work experience, or;
• University degree in the above fields with four years of relevant professional experience.

Experience
• Knowledge on disaster risk management is required;
• Experience and abilities using two or more of Relational Database Management Systems such as MS Access, MS SQL Server, MySQL, Postgresql, Oracle are a definite advantage;
• Experience and abilities using Geographical Information Systems such as Geodatabases, ArcGIS software, and other operational mapping tools;
• Experience in the development and implementation of ODK or any other mobile data collection tools;
• Experience in management and coordination of humanitarian assessments, Information Management, especially Displacement Tracking Matrix (DTM);
• Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach;
• Experience in project management and implementation, including a good understanding of results-based management and M&E principles;
• Experience of designing and querying databases in MS SQL server or MySQL (2-5 years preferred); and,
• Experience using GIS Applications such as ESRI Arc GIS or Map Info.

Skills
• Proven skills to collect, manage and analyse statistical information;
• Ability to formulate IM-related technical requirements and Operating Procedures
• Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
• Ability to compile and holistically analyse diverse datasets;
• Demonstrated team-building and information management skills;
• Demonstrated understanding of different data collection methodologies;
• Understanding of relational data theory; Advanced data visualization and information design skills;
• Knowledge of the following programming languages: VB, .Net, C#, Visual C and oracle;
• Advanced Relational and Database Management Systems development skills is required; and,
• KoBo design and implementation for mobile data collection.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Portuguese is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
