Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
Under the overall supervision of the Chief of Mission, and the direct technical supervision of the Head of Programs, and in close collaboration with the Regional Data Hub at the Regional Office nin Nairobi, the Information Management Officer will support the implementation of information management activities in IOM Djibouti.
This will include supporting the implementation of the mission’s Displacement Tracking Matrix (DTM)’s and the Migration Response Centre (MRC)’s data management, in particular with regards to data collection, analysis, and reporting.

Core Functions / Responsibilities:
1. Provide information management support for the collection, storage, and processing of data in the implementation of the mission’s data activities, including for the implementation of the DTM program and the migrant registration and case management activities at the MRC.
2. Implement data quality control measures during the data collection, analysis and storage and train the teams on data cleaning to ensure the date quality for the DTM program, for the information management system of the MRC and for other data collection activities, as required.
3. Produce information products for the different data collection activities in the mission, including monthly flow monitoring reports, MRC monthly overview dashboards as well as ad-hoc assessment reports.
4. Contribute to the development of data collection tools and methodologies which incorporate context-relevant considerations, including the development of online data collection tools, their testing and deployment on the field in close coordination with the respective units in the Regional Office.
5. Provide guidance for field assessments and conduct trainings for enumerators in order to gather quality and timely information about displacement, population mobility, vulnerabilities of people on the move etc.
6. Support in the organization of capacity-building activities on topics related to Information Management, such as data collection, cleaning, analysis, Kobo Toolbox, data protection standards and reporting.
7. Provide technical support to all IOM units in the mission in the development and implementation of information management activities, the development of information products, identify related problems and issues to be addressed and propose alternative solutions.
8. In coordination with relevant units, support the IOM Djibouti mission in the development of an internal database for the storage of project information.
9. Liaise and coordinate regularly on Information Management (IM) efforts and overall data processing, managing and analysis initiatives with the Regional Data Hub (RDH) in Nairobi to facilitate synergies.
10. Participate in various DTM and Information Management related meetings, events, and relevant working groups at the national, regional, and global levels.
11. Undertake field visits to intervention areas to assess data collection activities.
12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional
experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• Experience in Information Management in humanitarian operations, in the coordination of information flows and data collection methodologies (sampling, quantitative and qualitative data collection tools etc), as well as data management (including data collection, storage, cleaning and data analysis);
• Experience working with the Displacement Tracking Matrix (DTM) is a strong plus;
• Strong experience writing technical information products, translating data into technical information products (reports, dashboards etc) and compiling diverse datasets;
• Experience and skills to analyse statistical information, expertise on data processing and analysis software and advantage;
• Experience in the development and management of databases and applications;
• Experience of other information management work desirable, including data verification, validation, classification, and transformation as well as data warehousing.

Skills
• Demonstrated ability to produce timely and informative information products in humanitarian emergencies and/or major data collection operations;
• In-depth knowledge of the latest technological developments in information technology and information system;
• Experience with data processing and mapping in ArcGIS platform and with Adobe Creative Suite (particularly with Adobe Illustrator);
• Ability to compile and holistically analyse diverse datasets;
• Knowledge in data visualization and information design skills;
• Experience in GIS is a plus;
• Experience with handling confidential data;
• Ability to work in a multicultural environment.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

Internationally recruited professional staff are required to be mobile.
